- 1. CONTRACT INFORMATION. The U.S. Army Corps of Engineers (USACE), Northwestern Division Portland District (NWP), proposes to contract for Hydrographic and Geodetic Control surveying services. An Architect-Engineer (A-E) Indefinite Delivery Indefinite Quantity (IDIQ), firm fixed price contract will be awarded under this solicitation. The contract will be available for use by other USACE programs. This Indefinite Delivery Indefinite Quantity (IDIQ) contract is being procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. This solicitation will facilitate award of one IDIQ contract with a maximum capability of $6 million. The contract will be for five years starting from the award date, not to exceed $6 million total with no option years. The maximum for each task order will not exceed the contract amount. This announcement is set aside for small businesses. The Brooks Act applies to mapping and surveying professionals. The wages and benefits of listed services employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act under http://www.wdol.gov, as determined relative to the employee's office location (not the location of the work). To be eligible for contract award, a firm must be registered in the Department of Defense (DoD) System for Award Management (SAM). Register via the SAM Internet Site at https://www.sam.gov or by contacting the Service Desk at 1-866-606-8220. 2. PROJECT INFORMATION. A-E surveying and mapping services are required for various Portland District civil works projects. Primary assignments will be located within the States of Oregon and Washington and the NWP. Services required include, but will not be limited to, survey and mapping activities specific to the following: a. Hydrographic high order accuracy multi-beam bathymetric surveys for underwater structure (dam stilling basin, coastal navigation structures) analysis. Use of integrated multi-beam acoustic and laser scanning technology to provide concurrently collected seamless above and below water survey data of structures, project navigation channel condition status and quantity determinations. b. Hydrographic transect and topographic bathymetric surveys designed for riverbed condition analysis, profiling and quantity determinations. c. Dredging measurement, payment, and acceptance surveys. d. Conventional and real-time Global Positioning System (GPS) control surveys for hydrophone and transducer instrumentation monitoring in support of fish behavioral studies. e. Automated data collection, and fully integrated echo sounding equipment and positioning systems with a minimum requirement of 22 to 26 foot survey vessel(s). Specified bathymetric work may require the incorporation of side-scan sonar, acoustic Doppler profiler or other water quality instrumentation to meet Government requirements. f. Mapping in two and three dimensions explicit to required surveys. g. Conventional land surveying encompassing geodetic control, cadastral and boundary surveys standard and valley type transect surveys, topographic, engineering design, and construction surveys and dam deformation monitoring. h. Horizontal and vertical control networks for establishing grid coordinate systems. i. Conventional and real-time GPS aerial photogrammetric control surveys. j. Utilization of multiple frequency GPS systems, electronic directional and leveling instruments. k. Geographic Information System (GIS) creation and implementation of personal geodatabases including digital file translations to alternate formats. l. Automated data processing with Computer-Aided Design and Drafting (CADD) systems employing standard to the industry equipment, hardware and software. Resulting graphic data sets and file formats must be completely compatible with, and be capable of being loaded directly to, the Bentley Systems Inc. quote mark Microstation quote mark (DGN) and quote mark Inroads quote mark processing software. m. Production and recordation of cadastral/boundary maps and documents according to appropriate State and County requirements. n. All geodetic control and other surveying services shall be supervised by a Professional Land Surveyor(s) registered to practice in the State(s) of Oregon and Washington, with specified hydrographic services directed by an American Congress on Surveying and Mapping (ACSM) certified Hydrographer. o. A valid U.S. Coast Guard license to pilot passenger carrying vessels is required for personnel operating vessels while conducting surveys with Government representatives on board. All assignments are accomplished in full compliance with established Federal, State, local, and installation laws, safety and health regulations and procedures, as well as USACE engineering manuals requirements, Portland District technical requirements and other policies requisite to special site conditions, task requirements and as deemed necessary by the District's Contracting Officer or designated representative(s). 3. SELECTION CRITERIA. DoD regulations direct the selection of A-E firms based on the professional and technical qualifications necessary to perform the required services. Responses must comply with the requirements of this announcement and be submitted prior to the closing date and time to be considered for selection. Selection criteria for this contract are listed below in descending order of importance (first by major criterion and then by each sub-criterion). a. Specialized Experience and Technical Competence. Specialized experience and technical competence in the type of work discussed in Project Information Items (a) through (o) above for the preceding five years. Note that of those items, items (a) through (h) are the primary areas for this contract. Specific examples of completed projects and involvement in completed projects that demonstrate the specialized experiences and technical competence will be the primary information evaluated. The firm must have at a minimum: (1) One permanent employee must possess, or provide copy of application submitted for intent to possess within one year, certification by the American Congress on Surveying and Mapping (ACSM) as an Inshore Certified Hydrographic Surveyor, (2) experience staff available for operation of a vessel during survey operations, (3) Survey vessel with a minimum length of 24 feet and a demonstrable speed of 20 knots and a work boat with a minimum length of 12 feet. The survey vessel requires an electronic positioning and depth finding system utilizing modern surveying software and a digital/analog depth recorder with a motion sensor unit, adequate heading sensor to meet International Health and Safety and Occupation (IHSO) standards, sound velocity profiler and/or temperature and salinity instruments, computers and other pertinent equipment necessary for geodetic control survey work, (4) available in-house staff with knowledge of modern electronic horizontal positioning systems including GPS. b. Professional Qualifications. The selected firm must have the professional qualifications necessary for satisfactory performance of required services and relevant experience in the survey and mapping disciplines listed in the project information. The evaluation will consider education, registration, technical certification, training, and longevity of relevant experience. The following disciplines with specific requirements required will be evaluated: Supervisory Project Surveyor - licensed in Oregon and Washington Computer/CADD Technician - minimum of 2 years experience of which at least one year shall have been in the position of CADD operator Hydrographic Computer Technician Party Chief - minimum of six years experience in general field surveying, two years in the position of Party Chief 1st Survey Technician - minimum of two years experience in general field surveying 2nd Survey Technician - minimum of one year experience in general field surveying Survey Aid - must have knowledge of surveying techniques and be physically able to perform the work as required Boat Operator - Valid U.S. Coast Guard license to navigate passenger carrying vessels; complete knowledge of the Navigation Rules for International and Inland waters and appropriate license to operate work/safety boat. c. Equipment Plan. Firms must currently possess or have the capability to readily obtain, through purchase or lease, instruments, equipment, hardware and software sufficient to meet the survey and mapping requirements listed in the project information. Describe owned or leased instruments, equipment, hardware and software that will be used to perform this contract or your plan to obtain those items. d. CADD Standards. Firms must demonstrate knowledge of the current (A/E/C) CADD standards, SDSFIE Spatial Data standards and possessing the ability to process and submit data, information and mapping for required surveys to District established specifications in formats primarily including but not limited to ASCII, EXCEL, Microstation (DGN), Inroads (DTM), ESRI (ArcGIS), TIF and PDF formats. e. Past Performance. Past performance on contracts with Government agencies and private industry over the past five years in terms of cost control, quality of work and compliance with performance schedules. Primary evaluation shall consist of information contained within the DoD A-E Contract Administration Support System (ACASS). Secondary evaluation shall consist of other Federal and/or State of private performance information provided by the Contractor. For consideration under the secondary evaluation factor, the Contractor shall provide reference information to include project name, point of contact, current phone number and email address. Also include any ratings, letters of appreciation, awards, etc., for relevant experience. Past performance on contracts with Government Agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. f. Knowledge of the Locality. Familiarity with hydrographic and geodetic surveying within the boundaries of the NWP. g. Capacity to Accomplish the Work. Demonstrate capacity of the firm relative to rapid response actions for mobilization and short suspense dates for task completion. The firm must also demonstrate the capability to field multiple survey crews simultaneously. h. Equitable Distribution of DoD Contracts. Volume of DoD A-E contract awards in the last 12 months, with the objective of effecting an equitable distribution of DoD A-E contracts among qualified firms shall be evaluated, in the event of a tie. 4. SUBMISSION REQUIREMENTS. Interested firms having the capabilities to perform this work must submit one original, three copies and one CD of Part I and Part II of the SF 330 (6/2004) for the prime and all consultants, to the below address not later than 4:00 p.m. (PDT) on the 30th day after the date of the announcement. If the 30th day is a Saturday, Sunday or Federal Holiday, the deadline is 4:00 p.m. (PDT) of the next business day.
