The Department of Interior (DOI), U.S. Geological Survey (USGS), National Water Quality Laboratory, Denver Federal Center, Lakewood, CO 80225 is seeking one or more Blanket Purchase Agreement(s) to provide water laboratory supplies. The associated NAICS code is 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables. Small Business Size standards in number of employees, 500. AMENDMENT 0000001 DISSOLVES SMALL BUSINESS SET-ASIDE REQUIREMENT. Advantec (www.advantecmfs.com) is a known source for the following listed supplies (www.advantecmfs.com): Advantec 800100 50MM x 11MM Petri Dish without pad; Advantec 800101 50MM x 11MM Petri Dish with pad; Advantec A065H047A Mixed Cellulose Esters Filter without pad; A045A047A Mixed Cellulose Esters Filter without pad; GF7525MM-S Glass Fiber Filter, Pre-Fired; A045H047A Mixed Cellulose Esters Filter without pad; GF7547MM Glass Fiber Filter; 50JP020AN Disposable Syringe Unit, PTFE, Hydrophobic; and GF75142MM Glass Fiber Filter. BRAND NAME OR EQUAL TO THE BRAND NAME SALIENT CHARACTERISTICS- Offerors offering other than the Advantec products shall meet or exceed the attached brand name salient characteristics, Attachment 0002. Offerors shall include product documentation that readily verifies that the product meets or exceeds the brand name salient characteristics listed. Offers offering other than brand name products that fail to readily verify that the offered products meet or exceed ALL salient characteristics for ALL products shall be deemed Non-Responsive to this solicitation. BASIS FOR AWARD: Best Value, Trade-off Non-Price Factors are of Greater Value than Price: offers will be evaluated based upon the following non-price or cost-related factors. Evaluation factors are listed in declining order of importance: (1) Non-Price/Cost Evaluation Factor (A) Technical Capability offers shall include documentation that readily shows that the offered goods/services meet or exceed the attached Brand Name Salient Characteristics. (2) Non-Price/Cost Evaluation Factor (B) Past Performance offers shall submit not less than two references for services performed during the past three years. Each reference shall include: the company or agency name, address, contract or order number, point(s) of contract phone number and email address(es). References provided may be contacted by the Government. Their statements will be used in the evaluation of the offerors quotation. In addition, any information obtained by the Government from references outside of the offerors quotation may also be used, in a similar manner, in the technical evaluation of the offerors quotation to the extent appropriate. Past performance information provided by references, from Government records, or from other than the sources identified by the offeror may be used in the evaluation under any or all applicable evaluation factors. In addition to the foregoing, PIPRS.gov will be used as a source of past performance information in the source selection process, in addition to any other past performance information required under this solicitation. All past performance information will be used for both the responsibility determination and the best value decision. (c) Award will be based upon technical capability, past performance and price; with technical capability and past performance being of significantly more importance than price. Price or cost will become the determining factor between proposals judged to be essentially equal in technical merit. While the Government anticipates award based primarily on technical superiority, no award will be made based on superior technical capability when the proposed cost or price is considered unreasonable or when the additional cost or price is not justified by the advantages of an award based on technical superiority. Prospective offerors are cautioned against contacting Government technical personnel in regard to this solicitation prior to award of this procurement. If such a contact occurs and is found to be prejudicial to competing offerors, the offeror making such a contact may be excluded from award consideration. Accordingly, all communications prior to award must be directed to the Contracting Officer. Inquiries must be submitted by e-mail. Questions should be worded so as to avoid disclosing offer strategies or proprietary solutions. Questions and answers to questions will be provided to all offerors being solicited. Questions asked within five (5) days before the solicitation closes are considered untimely and may not receive a response.
