- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is AG-32SD-S-14-0062 and is issued as a Request for Quotation (RFQ). This solicitation is a small business set-aside. The NAICS code is 333111 Farm Machinery and Equipment Manufacturing. The small business size standard is 500 employees. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2005-76. The USDA, ARS, Dale Bumpers Small Farms Research Center, 6883 South State Highway 23, Booneville, AR 72927, has a requirement for a 125 HP 4WD Tractor w/Cab & Front End Loader. Tractor must meet or exceed the following specifications: The following minimum specifications will be used for technical evaluation: 125 HP 4 WD Tractor w/Cab & Front End Loader •125 HP (Engine) •Minimum 102 PTO hp at rated engine speed for 540 and 100 PTO •Has MFWD front axle with adjustable rims. •Has 4 Wheel Drive • 3 mechanical rear deluxe couplers with 3 detents •Minimum 2-function mechanical (Not Electric) independent control valve loader ready package •24 Speed Transmission with Power Reverse •Must be able to travel at a minimum speed of 25 mph •Has a Partial power shift transmission •Contains a minimum 30.1 GPM hydraulic system •Closed center, load sensing, Pressure-and -flow compensating hydraulic system •Rear Independent 540/1000 RPM - PTO (Power takeoff) •Adjustable Multi-function stabilizer bars •Rack and pinion axle 3.1 inch diameter with a minimal 100.6 in. length •Cast rear wheels. •Rear wheels should be 460/85R 38 in •Tractor Toolbox shall be included •Turnable front fenders for 4wd wheels included •Fender Extensions shall be included on sides/rears of fenders •7-PIN signal interface socket •Tractor cab includes: •Deluxe weather band radio included •Front/rear roller blinds •Rear Window Wiper w/ washer •Air Conditioning •Left and Right Hand Mirrors •Cup holder (minimum of 1) •Air Suspension seat •Instructional Seat •Both Left and Right side entry/exit doors. •Cat 3 Center link •Telescopic Draft links. •Power outlet socket •Inner rear view mirror •Power beyond for continuous hydraulic motor operation. •Bottom guard for the fuel tank •Block heater for cold starting •Has a swinging drawbar with hammerstrap •Has remote rear draft link hitch control at the rear of the tractor •No handbrake •Has powerfill brakes •Front End Loader: •Includes a 85 in wide bucket with front end loader •Loader is a Mechanical self-leveling •Loader has Single point hydraulic connection •Includes a hood guard Please submit your quote via e-mail to: joseph.covarrubio@ars.usda.gov, or by fax to 979-260-9413 by 4:30 PM Central Time August 22, 2014. The USDA, ARS, DBSFRC requires the 125 HP 4WD Tractor w/Cab & Front End Loader to be delivered by December 22, 2014 or sooner. Each offeror shall include their proposed delivery schedule as part of their quotation. Acceptance and FOB point are destination. In order to be considered for award offerors shall provide a quotation on company letterhead valid for at least 60 days and include a description of the item in sufficient detail to evaluate their product against the above minimum specifications. Quoted price MUST include delivery costs (FOB Destination). Each offeror MUST have an active System for Award Management registration (www.sam.gov).
