Description
This is not a request for either a quote or proposal. The intent of this notice is to notify all business firms who have a desire to compete for providing Scientific, Technical and Other Professional Services (STOPS) to the National Institutes of Health (NIH). While the requirement is not considered to be bundled within the meaning of the Small Business Act, to the extent that bundling might exist, bundling is necessary and justified by measurably substantial benefits. The Contractor shall furnish all labor, supervision, and management, tools, materials, equipment facilities, and other items necessary to provide non-personal services in support of the NIH STOPS. The North American Industry Classification System (NAICS) Code for this requirement 541690. The applicable Service Contract Act (SCA) Wage Determination may be applicable. A complete copy of the wage determination can be found at http://www.wdol.gov/. The Government anticipates awarding one Indefinite-Delivery Indefinite- Quantity (IDIQ) contract with a period of performance of three years and a ceiling of $585,125,274. The Contractor may be required to continue performance for an additional period not to exceed six (6) months under FAR Clause 52.217-8, Option to Extend Services. The Government intends to use FAR Part 15 evaluation, source selection, and contract award. The solicitation will utilize source selection procedures which require Offerors to submit a technical proposal and a price proposal for evaluation by the Government. The incumbent contractor is a large business: Kelly Services, Inc. (999 West Big Beaver Road, Troy, Michigan 48084) under contract number: HHSN271201000005I. The solicitation will be available 30 days or more from the date of this notice. The estimated date for receipt of proposals is 30 days after the solicitation.
