- The Lebanon Veterans Affairs Medical Center (VAMC) intends to issue a Request for Proposal (RFP) for the acquisition of a design/build project for a retail addition (Project Number 595-14-103). The purpose of this project is to developing working drawings and specifications, and labor and materials to construct a one thousand (1,000) square foot addition to the new Retail Store, located in Building 17. A storage area for wheelchairs will be considered, located underneath the addition. This Project involves renovation work such as installing new walls, ceiling systems, lighting, supplying additional electrical power, data and fire protection. Other significant items include new heating, ventilation and air conditioning (HVAC) equipment and distribution components, new mechanical, electrical and plumbing (MEP) equipment and its connections to existing building utilities; providing for emergency power, installing and providing certified testing of sprinkler systems and alarms, installing and replacing ceiling systems, providing new communication and audio/ video systems including all cables and appurtenances, and installation of architectural finishes and some custom interior design case work elements. The magnitude of the Project is between $500,000 and $1,000,000. Work shall be performed at the Lebanon VAMC located at 1700 South Lincoln Avenue, Lebanon, PA 17042. The acquisition will be accomplished using the procedures described in FAR Part 15 and FAR Subpart 36.3. One solicitation will be issued covering both phases. The solicitation will be available for download from http://www.fbo.com/ on or about 19 August 2014. Interested parties will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. Phase 1 proposals shall be due no less than thirty (30) calendar days after issuance of the solicitation. Phase 2 proposals shall be requested of the most highly qualified Phase 1 offerors. Offerors will be given no less than thirty (30) calendar days to submit Phase 2 proposals. The period of performance is two hundred and seventy (270) calendar days from the issuance of the Notice to Proceed (NTP). Set-Aside Information: The solicitation will be issued as a 100% service-disabled veteran-owned small business (SDVOSB) set-aside. This acquisition is subject to the North American Industry Classification System (NAICS) Code of 236220, with a size standard of $33.5 million. Offerors must be registered and certified in VetBiz (http://www.vetbiz.gov/) as a SDVOSB at the time of bid opening in order to be considered for award. Offerors must also be registered in the System for Award Management (SAM) database (http://www.sam.gov) and complete online Representations and Certifications at (http://www.sam.gov).
