Ashli Butrico Email: Lauren.Butrico@dla.mil This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This is notice of the Government's intent to issue a sole source purchase order to Phillips Corporation (Cage: 3MPQ0) under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements and incorporates provisions and clauses in effect through Federal Acquisition Circular 48 CFR 12.603. The agency's minimum needs can only be satisfied by the unique supplies or services available from limited sources, which possess unique capabilities demonstrated as follows: 1. Phillips Corporation is the sole distributor of Haas machinery to the Government. 2. Haas is the Original Equipment Manufacturer (OEM). 3. This machine will utilize a common Haas proprietary Computer Numeric Control (CNC) control system. 4. Computer Aided Machining (CAM) systems being used in the Customer facility incorporate specifically purchased Haas post-processor programs to "speak" to Haas systems. 5. Customer's facility utilized CNC controlled machining trunnions and CNC indexing heads as part of the manufacturing process. These trunnions and indexing heads will not work in any other brand/type of CNC control system. 6. Phillips Corporation has the expertise of the Haas equipment, the technical data readily available and has proven to be successful in government services. 7. The OEM has proprietary information on the pressures, speeds, and controls in order to ensure the new system has the correct form, fit, and functions required for the machine that is being retrofit.. The contractor identified above is the only known source that can meet all of the requirements. This is not a "full and open" competitive solicitation and quotes are not being requested from vendors other than Phillips Corporation.
