Description

The United States Department of Agriculture (USDA), National Agricultural Library (NAL), offers a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT under the authority of FAR 6.302-1 to The American Phytopathological Society, 3340 Pilot Knob Road, Saint Paul, MN 55121-2055. This procurement is being conducted under FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The American Phytopathological Society is the only known source that provides electronic access to American Phytopathological Society journals and the perpetual data rights to the subscribed-to content. The contractor shall provide perpetual data rights to the subscribed-to content on the mutually agreed upon electronic medium and format should the subscription not be renewed or terminate for any reason. The right to perpetual use of the subscribed-to journal content will survive the termination of the contract for any reason. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
