Description

Sole Source Justification for Vapor Sorption Analyzer OFFADD>USDA, ARS, ERRC; Administrative Office; 600 East Mermaid Lane; Wyndmoor, PA 19038 «SUBJECT>66-VAPOR SORPTION ANALYZER <SOLNBR>AG-3JL0-S-14-0011 <RESPDATE>08-15-14 <CONTACT>Point of Contact, Regina Dennis, Purchasing Agent, (215)233-6553, fax (215)233-6485 The USDA, Agricultural Research Service (ARS), Dairy and Functional Foods (DFF) in Wyndmoor, PA, intends to award a firm fixed price purchase order to TA Instruments, 159 Lukens Drive, New Castle, DE 19720, on a sole source basis, to furnish and deliver (FOB) Destination a Vapor Sorption Analyzer QA5000 SA (Part # 957000.902) with Advantage TM software, Universal Analysis 2000, the most comprehensive data analysis program available along with Thermal Installation and Training (999800.528) to the Eastern Regional Research Center. This will be a firm fixed price contract. Anticipated date of award is August 18, 2014. The Vapor Sorption Analyzer will be used to measure the complex hydrophilic behaviors of dairy-protein-based packaging films under extreme environmental conditions, during short and long shelf-life applications. These films are to be used to package multiple types of foods in multiple environments, from freezer to microwave, for use in food-processing plants and warehouses and in homes. Preliminary data taken with a temperature- and humidity-controlled dynamic mechanical analyzer (DMA-RH, TA Instruments, New Castle, DE) showed that the films are extremely sensitive to both temperature (T) and relative humidity (RH), and behavioral shifts happen quickly (within 1˚C or 1% RH), therefore a high precision and the broadest range of T and RH available are required, as well as continuous, programmable and automated operation. A determination by the Government not to compete this requirement is solely at the discretion of the Government in accordance with FAR 13.106-1(b). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 (current as of FAC 2005-76). This announcement constitutes the only solicitation quotations are being requested and a written solicitation will not be issued. The NAICS is 334516. The Solicitation number is AG-3JL0-S-14-0011 and is issued as a Request For Quotation (RFQ). This is not a request for proposal. NO SOLICITATION IS AVAILABLE.
