Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. The Naval Surface Warfare Center, Dahlgren Division, intends to negotiate on a Sole Source basis an Indefinite Delivery, Indefinite Quantity (IDIQ) Contract with Firm Fixed Pricing Provisions with Sabtech Industries Incorporated, 23231-b La Palma Ave, Yorba Linda, CA 92887-4768. This contract will be established for a term of 5 years and the estimated value is $11.5M. This requirement is for various highly specialized, critical and essential Navy Tactical Data System (NTDS) interface boards, Inter-range Instrumentation Group (IRIG) timing cards, adapter module and cables, Sabtech Military Equipment Simulators (SMILES) systems, Sabtech Peripherals Replacement Systems (SPRS) PowerNet NTDS converters. These items will primarily be used at the Integrated Warfare Systems Lab (IWSL), Aegis Training and Readiness Center (ATRC), Surface Combat Systems Center (SCSC), Combat Systems Engineering Development Site (CSEDS), Integrated Combat System Test Detachment (ICSTD) and numerous other land based test sites and the Aegis Fleet. Sabtech is the developer and singular responsible source capable of satisfying these Navy requirements. These interface cards and converters are utilized to provide the interface connection between the Commercial Off The Shelf (COTS) simulation/emulation equipment and the AWS tactical equipment over real-time interfaces. These interface cards and converters and emulation systems are an integral part of the support tools used by the Navy during the development, testing, training, certification and Lifecycle Support engineering Activity (LSEA) phases of the weapons system computer programs. Interested Parties other than Sabtech must be able to demonstrate, in writing, their capability to provide the necessary items and that the hardware will support interchangeability with the existing in-line hardware. A minimum warranty of twelve months on all parts is required unless coordinated in advance, all items will be placed FOB destination. Delivery of requested items will be determined per CLIN unless coordinated in advance. While this notice of intent is for informational purposes only, and not a request for competitive proposals, if a party believes they can provide this support they may submit their technical capability, which shall be considered by NSWCDD. The government retains the right not to compete this requirement based on responses to this notice.
