- This Intelligence Community (IC) Technical Specification sets forth the physical and technical security specifications and best practices for meeting standards of Intelligence Community Standard (ICS) 705-1 (Physical and Technical Standards for Sensitive Compartmented Information Facilities). When the technical specifications herein are applied to new construction and renovations of Sensitive Compartmented Information Facilities (SCIFs), they shall satisfy the standards outlined in ICS 705-1 to enable uniform and reciprocal use across all IC elements and to assure information sharing to the greatest extent possible. This document is the implementing specification for Intelligence Community Directive (ICD) 705, Physical and Technical Security Standards for Sensitive Compartmented Information Facilities (ICS-705-1) and Standards for Accreditation and Reciprocal Use of Sensitive Compartmented Information Facilities (ICS-705-2) and supersedes Director of Central Intelligence Directive (DCID) 6/9. Intelligence Community Directive (ICD) 705 established that all Intelligence Community (IC) SCIF comply with uniform IC physical and technical security requirements. Intelligence Community Standard (ICS) 705-1 and the IC Tech Spec-for ICD/ICS 705 provide the physical and technical security standards for all SClF including existing and new construction, and renovation projects. This UFC is intended to make planning, design and construction communities aware of the published policy and ensure timely and appropriate implementation. Project Number: LXEZ 14-1214 Project Title: SOF Upgrade Classified Vault, B3524, Kadena Air Base, Okinawa, Japan 1. General Scope: The Contractor shall furnish all tools, equipment, materials, testing, labor and personnel necessary to plan, design, manage and supervise the project which shall consist of, but not be limited to providing a new vault door with cipher and X/O combination lock, housed in a new concrete wall closing off existing hallway. The Contractor shall develop and provide the best solution and provide recommendations not specifically stated elsewhere in this statement of work. A complete and usable product shall be furnished to the Government upon completion of this delivery order. All work and materials must comply with UFC 4-010-05 and ICS-705. 2. Magnitude of the estimate for this project is between $25,000 and $100,000. General Statement of magnitude is furnished for the convenience of prospective offerors. The actual extent of work required will be governed by the contract statement of work and drawings. 3. This project will be performed in the country of Japan. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan, and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business in Japan and possess a construction license (Kensetsu-Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. Offerors will be required to provide verification of such construction license prior to award.
