- NOTICE: Only local sources will be considered under the resulting Invitation for Bids (IFB). Local sources are sources (e.g. corporations or partnerships) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specified in the solicitation. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contract. In addition, prior to award of the contract, offeror must be registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits to perform work required under the solicitation. PROJECT INFORMATION: Construct a new structural steel and reinforced concrete, consolidated elementary school building to serve students in grades Pre-K through 6th grade. In accordance with DoDEA Education Facilities Specifications, project shall include utilities, landscaping, exterior lighting, fencing, new playground equipment and covered walkways. Existing classroom building 1425 will be demolished and site prepared to receive the new playground equipment. Facilities will be designed in accordance with DoDEA Education Facilities Specifications, Americans with Disabilities Act (ADA) Accessibility Guidelines/Architectural Barriers Act (ABA), National Fire Protection Association (NFPA) Life Safety Code, Standards of Seismic Safety for Federally Owned Buildings, and energy and water conservation standards. Sustainable design will be integrated into the design in accordance with Leadership in Energy and Environmental Design (LEED) for Schools Silver criteria. The magnitude of this project is more than 1,000,000,000 Japanese YEN. The solicitation is anticipated to be issued in late August 2014. Solicitation documents will be provided as attachments when the solicitation is posted on the Federal Business Opportunities website, https://www.fbo.gov.
