Description

The National Cemetery Administration is soliciting offers under Solicitation No. VA786-14-R-0304 for the following service at Baxter Springs City Cemetery ON US 166 WEST, ON CITY BYPASS in Baxter Springs, KS: Site visit at 9:00 Central Friday August 15th. The Contractor shall furnish labor, supervision, quality control, transportation, parts, materials, equipment, supplies, necessary or incidental for grounds maintenance services at Baxter Springs Soldiers' Lot, Baxter Springs, Kansas and hereafter referred to as "Baxter Springs" or "Cemetery" or "Soldiers' Lot." The overall responsibility of the Contractor is to plan, coordinate, organize, manage, and perform the activities of mowing, trimming, and edging; the removal of waste by-products associated with the performance of these services; and trash and debris removal as described herein, which are required to maintain a healthy and aesthetic appearance of the Cemetery grounds. DESCRIPTION OF WORK: The Contractor shall furnish all personnel, supervision, professional expertise, vehicles, tools, materials, services, equipment and quality control necessary to ensure that grounds maintenance is performed in a manner that will meet or exceed the requirements to maintain healthy grass and that presents a clean, neat, professional and aesthetic grounds appearance throughout the Soldiers' Lot in accordance with Contract Specifications. Services include, but are not limited to, mowing; trimming; edging; removal of trash, leaves and debris; and sweeping or blowing off grass from sidewalks, roads and headstones. This procurement will be set aside using a Cascading Set-Aside Procedure. The Government will award at the highest possible tier. The tiers will be as follows: 1st tier- SDVOSB 2nd tier- VOSB 3rd tier- All other small businesses The NAICS Code is 561730. Size standard is $7Million. Electronic solicitations will be available for download from http://www.fbo.gov on or about August 12, 2014. Responses to the solicitation are due by noon EST on Tuesday, September 9 at noon Eastern. 2014. Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments. Information shall be submitted in the manner requested in INSTRUCTIONS TO OFFERORS. Failure to submit all documentation required as required so may result in your submission being determined technically non-responsive and removed from further consideration.
