- Request for Quote Response Sheet The contractor shall furnish all labor, tools, equipment, materials, transportation, permits and other necessary items, and services to purchase, deliver, and install a Cummings/Onan Model C25/D6, 25 Kilowatt, 60 hertz, emergency back-up diesel generator, or equivalent, and 4-pole auto-transfer switch (ATS) on the existing concrete equipment pad located at buildings 1058 and 1059 on Avon Park Air Force Range, Florida 33825. Installation shall meet all industry, Air Force, Engineering Technical Letter (ETL), Uniformed Facility Code (UFC) and National Electric Code (NEC) standards and codes for this type of generator purchase and install. The contractor shall remove existing fused generator disconnect switch and Ronk Manual Transfer Switch (MTS) located outside Bldg. 1058, replace fused commercial power Main Disconnect Switch with "breaker" Main Disconnect Switch of comparable amperage. The new ATS through the Main Lug Only (MLO) panel will supply power to B1058 Panel "A" inside building. B1059 power is supplied by Panel "A" Main Distribution Panel (MDP). Install a 200 amp ATS outside Bldg. 1058 - South Conventional Range Charlie Center Tower Control House next to disconnect. Replace existing cable trough (8"X8"X8') with a weather proof cable trough of same size. Mount all switches and disconnects on a new rack structure to properly support all newly installed equipment. Make all required connections to new generator. Ensure generator and fuel tank is properly grounded. Fuel tank shall be 150 Gallon or equal 72 hour run time, double wall UL42, skid mounted below the generator. Enclosure shall be a full weather enclosure that includes an acoustic attenuator. The contractor shall provide service and maintenance manuals of all equipment, generator, diesel fuel tank and auto-transfer switch prior to installation. Perform vibraground or equivalent testing to verify grounding system. Install all required warning signs on generator and diesel tank. Label auto-transfer switch with required signage. Provide manufacturer's warranties, subcontractor provided warranties, manufacturer's drawings, shop drawings, and as-builts, as applicable. Contractor shall follow manufacturer's recommendations for the installation of the generator, Automatic Transfer Switch, and all other components associated with this requirement. Contractor is responsible to perform the manufacturer's full start-up procedure IAW the manufacturer's start-up checklist to include load testing (110%) during initial generator startup and checkout. As prescribed in 5301-9103, insert the following clause: OMBUDSMAN (APR 2010)(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
