Description
In accordance with Federal Acquisition Regulations (FAR) 5.203, the U.S. Army Corps of Engineers, Honolulu District issues the synopsis of work. THIS PROCUREMENT IS SET ASIDE FOR SMALL BUSINESSES. IT IS A FIRM FIXED PRICE CONSTRUCTION SOLICITATION. THIS IS A DESIGN-BID-BUILD PROJECT. This is a Request for Proposal (RFP) for FY14 OMA Replace Substation Switchgear, Aliamanu Military Reservation (AMR), Oahu, Hawaii, for a Design-Bid-Build firm-fixed price construction solicitation for the replacement of a substation by construction of a new substation in a new location. The new substation includes fencing, outdoor weatherproof switchgear, and pad mounted switchgear. The work will include the necessary underground connection to an existing Hawaiian Electric Company (HECO) substation on Aliamanu Military Reservation (AMR), Oahu, Hawaii. Work includes removal of existing substation switchgear, battery cabinet, concrete pad, and fence. Work also includes replacement of part of the 12.47 kV overhead distribution system with new poles, conductors, guys and anchors. Work includes replacement of concrete handholes, pole riser conduits, and insulated conductors. The North American Industry Classification code (NAICS) for this requirement is 237130 - Power and Communication Line and Related Structures Construction. Size Standard for this project is $36.5 Million. Magnitude of construction is between $1 Million and $5 Million. The Government intends to award to the offeror whose proposal is determined to be technically acceptable and has the lowest price. Non-price evaluation factors of this lowest priced technically acceptable source selection process will be: (a) experience and (b) past performance. Plans and specifications will be made available for viewing and/or downloading on the Federal Business Opportunities (FedBizOpps) website located at https://www.fbo.gov/ on the solicitation issuance date. The contractor is responsible for checking the federal opportunities website daily for any posted changes to the solicitation. Offerors must have and/or maintain an active registration with the System for Award Management (SAM) website in order to receive a Government contract award. To register in SAM, go to http://www.sam.gov. Small, small disadvantaged and women-owned small business concerns are encouraged to participate as prime contractors or as members of joint ventures with other small businesses, and all interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small, small disadvantaged and women-owned small business concerns in accordance with the provisions of Public Law 95-507. Modification of Previous Notice for W9128A14R0008 An organized site visit has been scheduled for Friday August 15, 2014 at 9:00 a.m., Hawaiian Standard Time. Participants will meet at Bunker 33, Aliamanu Military Reservation (AMR), Oahu, Hawaii. All vehicle operators must be prepared to provide a valid driver's license, vehicle registration, certificate of insurance and current safety inspection to the security guard prior to entry to the Installation. Offerors should anticipate a delay in entering the Installation and allow sufficient time when attending a site visit. The solicitation will be available on or about Tuesday, August 12, 2014. Requests for Information (RFIs) shall be sent to W9128A-14-R-0008@usace.army.mil. The last day to submit RFIs is Tuesday, August 19, 2014 at 10:00 a.m., Hawaiian Standard Time. Proposals are due by Thursday, September 11, 2014 at 2:00 p.m. Hawaiian Standard Time.
