Wage Determinations (WDs) M67854-14-Q-7810 Contract Data Requirements Lists (CDRLs) M67854-14-Q-7810 Statement of Work (SOW) M67854-14-Q-7810 Request For Quote (RFQ) M67854-14-Q-7810_8.11.2014 This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. The RFQ is issued with a 100% Small Business Set-Aside. This announcement and the attached Request for Quotation (RFQ) M67854-14-Q-7810 constitutes the only solicitation being issued; the solicitation document and incorporate provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-55. The associated North American Industrial Classification System (NAICS) code and applicable size standard for this procurement is listed in Block 10 on the face page of the attached RFQ. All interested and responsible parties shall refer to www.fbo.gov in order to obtain a copy of the RFQ. This is an RFQ for the procurement of an assortment of training, surveillance and range safety systems for the Ground Range Sustainment Program (GRSP) needed to enhance the training, security and safety throughout the Marine Corps. Quotes are being solicited and a written RFQ is attached to this synopsis. The following provisions and clauses shall apply: (1) FAR 52.204-7 (System for Award Management) (2) FAR 52.212-1 (Instructions to Offerors - Commercial Items) (3) FAR 52.212-2 (Evaluation - Commercial Items) with the following insertion in paragraph (a) "lowest priced technically acceptable" (4) FAR 52.212-3 (Offeror Representations and Certifications - Commercial Items) (5) FAR 52.212-4 (Contract Terms and Conditions -Commercial Items) (6) FAR 52.212-5 (Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items) (7) DFARS 252.209-7999 (Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Under Any Federal Law) (8) DFARS 252.211-7003 (Item Unique Identification and Valuation ) (9) DFARS 252.232-7003 (Electronic Submission of Payment Requests and Receiving Reports) (10) DFARS 252.232-7006 (Wide Area Workflow Payment Instructions. The Government will award based on (1) Technical Capability and (2) Price. To be determined technically acceptable, the Offeror must demonstrate in their quote that they can meet the requirements, including delivery schedule as stated in the statement of work, in its entirety. The total price will be evaluated for price reasonableness. Offerors are required to be registered in the System for Award Management (SAM) and submit their DUNS Number and CAGE (Commercial and Government Entity) Code with their quote. Offerors must be registered in SAM and have an active SAM record prior to receiving award. Online Certifications and Representations is also required http://www.sam.gov. Failure to comply with ORCA registration may deem Offeror ineligible for award. Offerors must agree to register in WAWF (Wide Area Work Flow) for electronic payment. All questions shall be directed in writing to Janet Fondriest at janet.fondriest@usmc.mil and shall be received no later than August 14, 2014 at 10:00 A.M. EST. No phone calls will be accepted. All Offerors quotes shall be submitted on the RFQ form (SF-1449) attached to this synopsis. The closing date for this solicitation is August 25, 2014 at 12:00 P.M. EST. Offeror's are responsible for ensuring that their submitted quotes are complete, legible, and received by the closing date/time.
