- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Total Small Business Set-Aside in accordance with FAR 19.502-2. The solicitation number for this request for quotations (RFQ) is W913E5-14-T-0022. The associated North American Industry Classification System (NAICS) code is 541380, which has a size standard of $15 Million. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) in Hanover, New Hampshire has a requirement for services to inspect piping that contains well water, glycol and ammonia and is covered in a variety of insulation materials. The testing will be performed with the insulation in place. Specific inspection location at CRREL for contractor tests will be identified from a checklist provided by the Government at the time of inspection. The following factors shall be used to evaluate offers: Price, Technical, and Performance Schedule. Technical: The following is required to be determined technically acceptable: Documentation of similar work performed on ammonia piping. The Contractor Qualifications and Reference Questionnaire (CQ-1) shall be submitted prior to award of contract. See Appendix A for CQ-1 form. Provide all certifications of employee training on the pipe inspection equipment. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. The Government reserves the right to award to other than the lowest price if an offer is found technically acceptable and the proposed performance schedule is more favorable than that of other offerors. All work under this contract must be completed no later than 13 September 2014.
