Description

The Department of Veterans Affairs (VA), Office of Acquisition Operations, Strategic Acquisition Center, located 10300 Spotsylvania Ave, Suite 400, Fredericksburg, VA 22408, intends to enter into a contract on the basis of other than full and open competition for the procurement of an Accreditation Program for Clinical Laboratories. The VA intends to award a sole source, Firm Fixed Price Purchase Order to THE COLLEGE OF AMERICAN PATHOLOGISTS, 325 Waukegan Road, Northfield, IL 60093. The purchase order will be for 43 accreditations, surveys will take place at various VA Medical Facilities during the month of October and November 2014, to prevent loss of accreditation. This Notice of Intent is not a request for competitive proposals, a solicitation, or request for offerors. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government. A determination not to compete is solely within the discretion of the Government. This purchase order will allow VA facilities to maintain their accreditation status while a new requirement is solicited under VA119-14-R-0144 which will be posted on or about September 2, 2014. Justification for this sole source procurement is in accordance with FAR 13.106-1(b)(2), Soliciting from a single source. The North American Industrial Classification System (NAICS) Code for this effort is 621511 - Medical Laboratories, with a corresponding small business size standard $32.5 million.
