This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Requirements (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number for this requirement is 000HCCJC-2014-72947 and is hereby issued as a Request for Quote (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures. The Centers for Disease Control and Prevention intends to award a firm-fixed-price contract for the following requirement, please either fill in the dollar amounts or provide a separate excel spreadsheet containing the same information including a list of line item number(s) and items, quantities, units of measure, and options, if applicable: CLIN 0001: Create a DVD encompassing all work completed by the National Institute of Occupational and Health (NIOSH), National Institute for Standards and Technology (NIST), and the Department of Homeland Security (DHS) related to the design and testing of an ambulance patient compartment in accordance with the statement of work below: Ambulance Informational DVD Statement of Work Goal: The goal of this effort is to develop a professional quality educational and information DVD that encourages purchasers and state regulators of ambulances to move to new, safer ambulance designs. This will be accomplished by summarizing the efforts of government and ambulance industry partners to develop a new family of crash safety standards, making a clear call to action to those who have purchasing authority, and providing useful tools to bring about meaningful change. Purpose of the video series: The series should improve end users' understanding of the new standards and guidelines, provide motivation for the end user to comply, and assist end users and purchasers of ambulances in their efforts to design efficient and safe patient compartment designs. Contract Duration: 12 months from award. Background: The National Institute for Occupational Safety and Health (NIOSH), the Department of Homeland Security (DHS) and the National Institute for Standards and Technology NIST) have partnered with the National Truck Equipment Association's Ambulance Manufacturers Division (NTEA-AMD) to improve worker and patient safety in the patient compartment of a moving ambulance. The overarching goal of the collaborative team has been to move the interior of the patient compartment structure, seating, patient litter, equipment mounts and related hardware to the same or very similar level of safety as is provided in a passenger car, van or light truck. Though this would seem to be a basic, inherent characteristic of an ambulance, in reality an ambulance, due to its gross weight, is classified, by federal regulations, as a large truck and therefore falls outside most federal motor vehicle crash safety regulations. In fact, this effort was completed collaboratively by the industry-government team in the absence of a regulatory requirement to do so; a key element that should be highlighted throughout the informational DVD. The take home message for this effort could be something like this.... "You want those who serve your communities in their hour of need to be as safe when working in an ambulance as they are driving home in a car at the end of the day. Recent work by the institutes and agencies which study and regulate the safety standards of ambulance design can help you make the right decisions when purchasing and maintaining your fleet." The collaborative team includes many government and ambulance industry partners as described in the background secion has created a family of products we believe provides the EMS community with the tools needed to move very close to this goal. The products developed by the industry-government team include but are not limited to: 1. A comprehensive review of injury and fatality data over the last 20 years. 2. Development and publication of an Ambulance Patient Compartment Design Guidebook. 3. Publication of ambulance crash test results for front, side, and rear impacts. 4. Publication of new crash testing requirements for seating, litters, and equipment mounts. 5. Development of new seating systems, patient litters and equipment mounts that now meet each of the new crash testing requirements. Detailed Scope of Work: Through this requisition, NIOSH seeks to create an engaging 30 - 45 minute video using a combination of video imagery, graphics, and the spoken word. The contractor will work closely with NIOSH creative staff to ensure the video has the proper tone and message to both educate and empower the target audience: ambulance purchasers and regulators. The Contractor should expect three (3) comprehensive reviews with the potential for revision of the video as part of each review before its release. NIOSH and its partners will provide and/or assist with the following: A. High speed test videos illustrating the testing requirements. NIOSH currently possesses video from more than 200 tests - each with 2 or more camera angles. NIOSH will select from its library and provide 30-50 to the Contractor for consideration, quality review, and potential use. B. Real-time video images, some with sound, illustrating full vehicle crash tests. C. Real-time video images depicting an EMS unit working through the government's new Ambulance Patient Compartment Design Guidebook in a conference room setting. D. Real-time video images illustrating the construction process for a new, demonstration ambulance that embodies the requirements of the buyer while incorporating new crash safety standards. E. Assist with the development of a script to be used by a narrator to tell this story. F. Assist with the development of scripts for each interview session. The Contractor will be expected to create a professional-quality video series and DVD. In so doing the Contractor will: 1. Be responsible for final script's development. 2. Acquire on screen and voice over talent. 3. Be expected to travel to, and videotape interviews with, subject matter experts at three remote locations: Washington D.C, Manassas, VA, and Nashville, TN, likely using "green screen" technology. 4. Acquire a room for off-site interviews in Nashville, TN, in conjunction with the EMS World Conference in November 2014. 5. Provide an interviewer for interview sessions at each location. 6. Process and/or correct Government provided high-speed video to improve visual affect. This video can require correction for exposure, color balance and conversion from native format. 7. Perform such rendering and final output tasks that result in a finished DVD that is playable without issue on either a Windows-based PC or a DVD player. 8. Conduct videotaping of narration, within an audio-visual production studio equipped with a suitable background (green screen), lighting, and ambient noise reduction. Provide music and sound effects of professional quality and with appropriate copyrights. Enhance or sweeten sound for interviews and government-provided footage to ensure smooth and professional production values. 10. Perform such audiovisual graphic tasks such as the development of title and transition sequences, lower-third and character generation for identification, attribution, and explanation. 11. Perform limited graphic development to visually explain complex thought processes of subject matter experts (eg. reference lines to explain head excursion). Please see attachment for Figure. 12. Perform automatic background replacement, and similar tasks that are consistent with the development of a professional-quality video production. 13. The video will be produced for distribution in two formats; DVD and web-based. The video must be 508 compliant. 14. The video content should be created as modules such that any one module could stand alone, either as a web-based video or a chapter in a DVD. 15. The Contractor will produce "case art" for the DVD and an insert. 16. The Contractor will produce art for the DVD decal. 17. Videographer should create story boards for each of the following 12 modules - listed in no particular order. Each chapter could include interviews interspersed throughout. Testimonials might also be considered. A. Introduction and overview of the full program as well as the video's layout or content's organization. B. The history of ambulance design and usage. The Contractor should be creative pulling in historical footage. The footage will be acquired by the Contractor and properly licensed for reprint. C. Injury and fatality statistics provided by NHTSA. D. Full vehicle crash testing work completed by NIOSH. E. New crash test standard for seating and worker restraint. F. New crash test standard for the patient litter and restraint. G. New crash test standard for equipment mounts, cabinets, and drawers. H. Design considerations to limit head impacts and their effect on occupants. I. Utilization of the new Ambulance Patient Compartment Design Guidebook by a working EMS unit. (NIST and DHS). J. Watching the Demonstration Ambulance go through the construction process with a highlight on the finished product and its attributes. K. A review of the broad national standards landscape covering the GSA KKK-A-1822F Star of Life Ambulance Purchase Specification, NFPA 1917 Automotive Ambulance Standard, and the CAAS GVS-2015 Ambulance Standard. L. Summary - hitting the high points - and calling for action! 18. The Contractor will provide 10 digital masters of all content. The respondent will not be called upon to perform any three-dimensional modeling, simulations using actors or intelligent agents, or to produce a broadcast-quality product. Rather, it is the intent of NIOSH that the successful product will be both web and DVD ready content. The DVD will be duplicated under a separate contract and mailed to potential purchasers of ambulances, who will frequently not have access to state of the art equipment, and will access the information contained on this product through consumer-level equipment. It is anticipated that the successful respondent will have access to: 1. Non-linear video editing equipment. 2. Production-quality cameras and microphones. 3. Image-editing software 4. Professional audio recording and editing software. 5. A studio equipped with a neutral background and lighting equipment 6. A production crew with successful experience using such equipment. Deliverables: 1. Ten (10) masters, ready for duplication, of a professional quality 30-45 minute video formatted for reproduction in a common consumer DVD format. 2. A web-based, 508 compliant, version of the same video-based content. 3. A copy of all new footage in High Definition untrimmed. 4. A copy of the all project file(s) in the working format (e.g. Adobe Pro) Options: Items listed below as "Options" should be priced individually and may be purchased at the Government's option after contract award. 1. One additional off-site videotaping of interviews with subject matter experts. This option would replicate the previous effort at the World EMS Expo but would be located in Washington DC in conjunction with EMS Today 2015. The Contractor would be responsible for room rental and an interviewer in addition to the videotaping with "green screen". 2. One additional off-site videotaping of interviews with subject matter experts. This option would replicate the previous effort at the World EMS Expo but would be located in Indianapolis, IN in conjunction with the Fire Department Instructors Conference (FDIC 2015). The Contractor would be responsible for room rental and an interviewer in addition to the videotaping with "green screen". Location of Work: All work, except at the remote locations described above, will be performed within a studio setting to be defined within the response to the RFP. In addition, there will be a requirement that a successful respondent will be able to dispatch a video-collection crew to NIOSH-specified locations (anticipated to be Indiana, Tennessee and Washington, D.C) for a period not to exceed 2 days at each location. The videotaping of narration will occur within the studio setting defined in the response to the RFP. Property Rights: All rights to audiovisual, intellectual and agency-generated property will remain the property of the U.S. Government. Proposal Evaluation Criteria: Award will be made based on Lowest Price Technically Acceptable: the award shall go to the lowest priced offeror who submitted a technically acceptable proposal. A pass/fail criteria, whereas pass = acceptable, fail = unacceptable will be used. Proposals will be evaluated on several criteria. While cost is extremely important, proposals will also be evaluated based on the prospective Contractor's understanding of the contract's requirements and ability to demonstrate past successful experience efforts projects of similar complexity. Specifically, all responsive proposals must contain sufficient detail to allow the Government to evaluate the following. 1. Primary work location. The government anticipates a need to work very closely with the Contractor. Therefore, please state in your proposal the distance in miles from the the studio where the work will be performed from the NIOSH facility at 1095 Willowdale Road, Morgantown, WV 26505. 2. Past Experience: This is a large project involving several federal agencies. The Contractor must have past experience with video production that includes use of on-screen talent, voice over, video transitioning, interspersed interviews, and chapter-by-chapter sorting of content. This is best demonstrated by providing samples of finished product(s) that embody the requirements described above. The Government recognizes that no two projects are alike and therefore encourages interested Contractors to submit multiple samples to highlight key skills or techniques. 3. Understanding of the Contract's Requirements: The response to the Request for Proposals should include the Contractor's interpretation of the contract's requirements. 4. Cost: The Contractor should provide line item estimates for key cost items. Some possible line item cost elements might include but are not limited to: on-screen talent, voice over talent, off-site film crew time and travel, video editing and processing, revision and editing based on Government input. The Contractor should anticipate the cost in time of multiple content reviews as this effort will have to be cleared through at least three (3) different federal agencies The Contractor should provide a payment milestone schedule for evaluation in the proposal.
