- THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on August 18, 2014: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $3.5 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value in which you performed ( as the prime contractor ) construction of a single span concrete bridge including cast in place concrete abutment and deck, aggregate reconditioning and new aggregate surfacing, culvert replacement, minor grading, pullout construction, sign replacement, and Magnesium Chloride dust abatement. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT DETAILS: WY FTFW/FLAP NAEL 11(1), Flat Creek Road & Nowlin Rd Bridge: The WY FTFW/FLAP NAEL 11(1) Flat Creek Road & Nowlin Rd Bridge is located on the National Elk Refuge in Teton County, Wyoming. The project will consist of 10 miles off aggregate reconditioning, aggregate resurfacing, pullout construction, culvert replacement, magnesium chloride, Box Culvert replacement and construction of a single span concrete bridge. This project consists of Schedule A and Options X and Y: Schedule A - North Elk Refuge Road: 4.22 miles of aggregate reconditioning and new aggregate surfacing, culvert replacement, minor grading, pullout construction, sign replacement, and Magnesium Chloride dust abatement Option X- Flat Creek and Curtis Canyon Road: 6.11 miles of culvert replacement, aggregate surface reconditioning, new aggregate surfacing, removal of a 4'x6' box culvert and placement of a new 6'x 12' concrete box culvert with wingwalls, signs replacement, and speed bumps. Option Y- Nowlin Road Bridge: 0.10 Miles of minor grading, removal of a single span Big R 5 ton bridge, structural excavation, Single span precast concrete box beam bridge construction, Steel H-Piles, riprap slope protection, cast in place concrete abutment and deck, and bridge rail placement. Significant items include 1650 LF of silt fence, 2 acres of clearing and grubbing; 3200 CY of embankment construction; 65 CY of structure excavation, 230 cuyd of riprap, 24,900 tons of roadway aggregate, 546 stations of aggregate reconditioning, 80 tons of magnesium chloride, 527 LF of steel H-piles; 60 CY of structural concrete; 7,700 lbs of steel reinforcement, 342 LNFT of precast concrete voided slabs, 480 lnft of pipe culvert, 34 lnft of 12'x6' concrete box culvert, 145 LNFT of bridge rail, 24,420 square yards of seeding and mulching, 1400 flagger hours, and 500 pilot car hours. The contractor must provide proof of experience with the items listed above. It is anticipated this project will be advertised in October, 2014 with construction beginning in May 2015 and extending through September 2015. The contracting range for this project is between $2.5 million and $3.5 million.
