- THIS IS A SOLE SOURCE NOTICE. The USDA/ARS intends to award a Firm fixed price sole source contract under the 41 U.S.C 253 (c) (1) FAR 6.302-1 (2) (C) (ii) (A) only one responsible source to Li-COR Inc., 4421 Superior St., Lincoln NE 68804. Description of Requirement: The objective of this sole source award is to procure and install an Automated Soil CO2 Flux System (LI-8100A) is a multiplexed system, sophisticated, highly integrated system that solves many of the challenges to making gas exchange measurements over soil. It is a standalone portable system that measures soil CO2 flux and carbon sequestration and trace gases temporally and spatially over a variety of environmental conditions in the landscape. The LI-8100a chambers are designed to ensure measurements will be accurate and repeatable. The system can be configured in multiple ways, with the LI-8100A Analyzer control unit as the center of the system. The survey-chamber is designed to take attended, short-term soil CO2 measurements at the numerous locations. The multiple-chamber long-term system is designed to take unattended long-term, sequential soil CO2 measurements at up to 16 different locations. The chambers move away from the measurement area when not in use to minimize microclimate variability. Both systems investigate soil moisture, soil temperature, precipitation events and photo synthetically active radiation that affects soil CO2 rates. This requirement will be for the purchase of QTY - 1 EACH, LI-8100A Automated Soil CO2 Flux System will include the control unit, wireless package, chamber extension cable, soil moisture probe, and soil temp thermstr probe, software, and installation. The NAICS code for this requirement is 334516, and the small business size standard is 500 employees. This notice of intent is not a request for competitive quotes however; all information received by 9 September 2014 will be considered by the Government. All interested vendors must respond by 9 September 2014, 2:00 p.m. Eastern Time, Responses shall be submitted to the point of contact Lori Faber at lori.faber@ars.usda.gov. The e-mail subject line shall state: AG-4620-S-14-0002 Notice of Intent to Sole Source. A determination by the Government not to compete with this proposed contract based on upon responses to this notice is solely within the discretion of the Government.
