- COMBINED SYNOPSIS/SOLICITATION/ AMENDMENT #0001 The purpose of this solicitation amendment is to provide answers to questions received in reference to solicitation GAO-14-N-6590 for Professional Services: Questions and Answers: Q1: Question re the mechanics of the proposed contract. It appears from the solicitation that the contractor would be paid when the final report and/or standard is accepted by FASAB. What provisions will be in place for progress payments, unless the submission of draft reports at 60 days and other discussion documents at other intermediate points would be considered a deliverable. What is planned? A1: The contractor will be allowed to submit monthly invoices for time worked. Q2: What is the exact format of the contractor's offer. A2: The contractor's offer should respond to all the specifications in the solicitation which includes: •1) Information required by FAR section 52.212-1 •2) Information required under "Addendum to 52.212-1 Instruction to Offerors" including the completed matrix under "Required Criteria". •3) Complete whatever is applicable under FAR section 52.212.3 Offeror Representations and Certifications-Commercial Items Offerors are required to submit a resume and/or narrative statement which fully address the desired and required experience and a price proposal to Government officials for the purposes of assuring that the prospective contractor has the capability and capacity to provide the service as described in Section C. To assist in the evaluation process, offerors are to complete the charts included in the solicitation under "Required Criteria" and "Desired Experience". (1) Proposal Submissions: All Proposal submissions in response to this Combined Synopsis/Solicitation must be received complete no later than Wednesday, August 20, 2014 - 2:00 PM Eastern Standard Time. All Proposals must be submitted to Darion A. Phillips at phillipsda@gao.gov. SAM: This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Sellers must present their representations and certifications, upon request, through the Online Representations and Certifications Application (ORCA) at https//:orca.bpn.gov.
