- The Bureau of Land Management (BLM) California State Office, for Barstow Field Office needs a total of 2,400 tons of Class II virgin aggregate road base for Dumont Dunes. This combined synopsis/solicitation under commercial items procedures in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for quotations (RFQ) and a written solicitation will not be issued. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-76, dated July 25, 2014. This RFQ is set-aside for small business concerns. The North American Standard Industrial Classifications System (NAICS) Code is 423320 with a small business size standard of 0.00 employees. This requirement is a [Small Business] set-aside and only qualified offerors may submit. The 2,400 tons of Class II virgin aggregate base shall be delivered to the Bureau of Land Management- Dumont Dunes Access Road approximately 32 miles North of Baker, CA in San Bernardino County, via belly dump trucks and must meet the following requirements: PRODUCTS/MATERIALS (This is a complete list of the specifications.) A.Crushed Aggregate: Aggregate shall consist of hard, durable particles or fragments of stone or gravel crushed to the size and of the quality requirements for crushed aggregate materials normally used locally in the construction and maintenance of highways by Federal or State agencies and shall be according to AASHTO M 147. Materials that break up when alternately frozen and thawed or wetted and dried shall not be used. 1.Plasticity index for aggregates shall not be less than 4 or greater than 12. 2.Aggregates shall be uniformly graded from coarse to fine and shall be free of vegetable matter and clay balls. 3.Coarse aggregate is the material retained on the No. 10 sieve and shall have a percentage of wear of not more than 50 as determined by AASHTO Method T 96. 4.Fine aggregate is the material passing the No. 10 sieve and shall consist of natural or crushed sand and fine mineral particles. The fraction passing the No. 200 sieve shall not be greater than two thirds of the fraction passing the No. 40 sieve. The fraction passing the No. 40 sieve shall have a liquid limit not greater than 35 and a plasticity index not less than 4 or greater than 12. 5.Not less than 50 percent by weight of the particles retained on the No. 4 sieve shall have at least one fractured face. 6.Aggregate gradation shall be as described below. Gradation of each designated size of aggregates shall be obtained by crushing, screening, and blending processes as may be necessary. B.Aggregate Gradation: Shall meet AASHTO M 147 and the following gradation according to CalTrans, 3/4-inch minus, Class II base. Only virgin aggregate base will be accepted. Crushed Miscellaneous Base (CMB) or any other recycled aggregate base material will be rejected. PERFORMANCE PERIOD Contractor will coordinate with BLM for date and time of delivery. Estimated delivery date is early October- December, 2014. LOCATION See map.
