Sources Sought: Airdrop Telemetry System Solicitation Number: W9124R-14-T-0157 Response Due Date: 19 August 2014 at 12:00 PM (NOON) MST Synopsis: The Mission and Installation Contracting Command - Yuma is seeking companies interested and capable of providing Airdrop Telemetry Systems which meet the attached minimum specifications. This notice is for market research and planning purposes only and shall NOT be construed as a solicitation or as an obligation on the part of the Government. Responses to the sources sought will not be considered as proposals, nor will any award be made as a result of this query. The Government will NOT be responsible for any costs incurred by interested parties in responding to this sources sought notice. Should a future solicitation evolve from this preliminary planning process, it is anticipated that the requirement will be for a Fixed Price (FP), Indefinite Delivery/Indefinite Quantity (ID/IQ) contract type. The Government anticipates a minimum quantity of ten (10) each, with a maximum quantity of 70 each Airdrop Telemetry systems. The Government anticipates an ordering period of five years (a one-year base period with four (4) one-year option periods). Information Sought: (1) Identify all socio-economic categories (e.g. small business, veteran-owned small business, service-disabled veteran-owned small business, HUB Zone small business, small disadvantaged business, women-owned small business, and small business 8(a) program) that apply to your company under North American Industry Classification System (NAICS) code 334511 quote mark Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing quote mark with a size standard of 750 employees. (2) If your company recommends a different NAICS code (other than NAICS code 334511), as more appropriate for the services described herein, please identify that code and include the rationale for your recommendation. (3) Period of Performance (PoP): Please address impact/concerns/benefits to both government and industry for both a three-year contract (a one-year base period with two (2) one-year option periods) and a five-year contract (a one-year base period with four (4) one-year option periods). Identify which PoP is preferable to industry from a competitive standpoint, please include your rationale. Please indicate whether or not the potential length of performance (either three-year or five-year) will influence your company's decision to propose on this effort? (4) Does your company regularly engage in the business of providing Airdrop Telemetry Systems? If so, identify the same or similar items your company has developed and/or provided to the Government (and/or commercial marketplace) within the last three years. Identify the contract type, dollar value, and lead time. (5) Document your company's ability to provide the required Airdrop Telemetry System in accordance with the minimum specifications. Provide technical literature to enable the Government to determine technical adequacy. (6) A demonstration onsite at a remote location is required. Discuss if your company currently has an Airdrop Telemetry System that meets the minimum specifications or can develop an Airdrop Telemetry System within two (2) weeks from notice of a demonstration? Discuss any concerns with conducting a demonstration or meeting the aforementioned timeframe. If there are any concerns with the timeframe propose any alternate timeframe. (7) What risks (cost, schedule, performance, and technical) are associated in the performance of this requirement? How would your company minimize these risks? Please include your rationale. (8) Is the Airdrop Telemetry System customarily sold in the commercial marketplace using standard commercial practices, or is the system exclusively for government purposes? (9) Can the potential requirement or minimum specifications be altered to promote competition? Identify your recommendation and include your rationale. (10) Please identify what, if any, subcontracting opportunities exists for the contemplated Airdrop Telemetry System. Is your company interested in proposing on this effort as a prime or sub contractor? If your interest is to propose as a prime contractor, what specific portions and percentages of the functions described above would you elect to subcontract? What percentage of the total contract effort does your organization normally subcontract? The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the Government's review of the information received. The information obtained from this sources sought will be utilized as market research purposes. This Sources Sought Synopsis is issued for maximizing competition. Should anything in the requirement be construed as limiting competition, please feel free to contact the Mission and Installation Contracting Command Special Competition Advocate (SCA) at dean.m.carsello.civ@mail.mil. Interested sources shall provide all feedback in writing to the Point of Contact (POC) listed below, no later than 19 August 2014 12:00 PM (NOON) Mountain Standard Time (MST).
