Description
This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. The contractor shall replace eight existing valves at John Martin Dam. All eight valves to be replaced are located within the interior of the concrete dam structure. Six of the valves to be replaced are gate valves and two are check valves. Four of the gate valves requiring replacement are part of the service water system and are located in the galleries, two in the operating gallery and two in the lower, grouting gallery. The remaining four valves requiring replacement are two sets of two valves each that are located in small alcoves off the dam sump shafts. Each of these valve sets contains a check valve and adjacent gate valve. In addition to replacing the eight required valves, the contractor shall have manufactured, to the requirements in this scope of work, two aluminum plates that will be used for stopping flow to the service water system. Flow stoppage will allow the system to be drained so that the indicated valves can be removed and replaced.
