- ECMS Response Review Workbook Attachment 3B Attachment 3A Attachment 3A Attachment 3 Attachment 2 Attachment 1 U.S. Office of Personnel Management Enterprise Case Management System Prototype Demonstration Package Overview and Instructions Overview As previously described in FBO Solicitation Number OPMOSDBU0013, posted July 10, 2014, the U.S. Office of Personnel Management (OPM) has a requirement to adopt an enterprise case management system (ECMS) that will allow for us to automate any number of our HR business processes. We also have a requirement to develop this system using agile development practices and a robust off-the-shelf business process management suite (BPMS). This system shall serve as an agency-wide or enterprise platform that can be configured to support the full human resource IT lifecycle which may include any number of OPM business missions. Instructions to Vendors The purpose of this Attachment 1, Prototype Demonstration Package Overview and Instructions, is to provide the interested vendors with instructions for developing a case management prototype. There are two prototype packages attached, one for Retirement Services (RS) and one for Federal Investigative Services (FIS). Each provides information regarding the business process to be demonstrated in the prototype as well as their associated requirements, use cases, and data examples. The vendor may choose to demonstrate a prototype for FIS, RS, or both. Vendors are responsible for all costs incurred in the creation of this prototype. Also included in a Microsoft Excel workbook are the Enterprise Technical Requirements. OPM requests that vendors develop and submit responses to these questions. The deadline for submitting responses to the Requirements Document is Friday, August 22, 2014 at 11am EST. Vendors should submit the following materials: -Answers to the Enterprise Technical Requirements in table format -Screen shots, narrated video, or other evidence of Prototype creation -Cover page with vendor contact information •Company Name and Address •Company DUNS number •Primary NAICS •Name, Title, and Telephone Number for company representative attending •Business Size: Large or Small •Small Business Type: Small Business, Small Disadvantaged Business, Women-Owned Small Business, Service-Disabled Veteran-Owned Small Business, Historically Underutilized Business Zone Business •Please identify if there are any individuals requiring special needs The deadline for submitting the prototype response is Friday, September 5, 2014 at 11am EST. Questions and Answers Questions with regards to the prototype package information should be addressed appropriately to: -FIS: FIS_ECMS@opm.gov -RS: RS_ECMS@opm.gov All Q&A from all vendors will be collected and posted publicly on FBO. The deadline for submitting questions is Friday, August 15, 2014 at 11am EST. Prototype Demonstration Sessions OPM will also host 90-minute sessions during which time the vendors will demonstrate their prototypes to OPM. Once the prototype has been submitted, OPM will contact the vendors to set up a demonstration session at 1900 E St. NW Washington DC 20010. OPM will designate the time for the vendor demonstration. Vendors will be responsible for connecting their machines to perform the demonstration or providing documentation in a stand-alone package. OPM will not be responsible for retaining documents, files, or data associated with the prototype. The prototype demonstrations will be held Monday, September 8, 2014 - Friday, September 19, 2014.
