Description
NASA/KSC has a requirement for a Study of Flow Loss Through Corrugated Lines. This notice is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Proposal (RFP) for the Study of Flow Loss Through Corrugated Lines, The Statement of Work (SOW) dated August 11, 2014 is attached. Questions regarding this acquisition must be submitted in writing (via e-mail) to Erik.C.Whitehill at Erik.C.Whitehill@nasa.gov not later than August 19, 2014. Telephone questions will not be accepted. It is the offeror's responsibility to monitor the following Internet site for the release of solicitation amendments (if any): http://prod.nais.nasa.gov/cgi- bin/nais/link_syp.cgi. Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical approach to meet the Government requirement;(ii) price; and (iii) past performance (see FAR 15.304). Technical approach is significantly more important than Past Performance. Technical and Past Performance, when combined, are significantly more important than Price. Proposals will be evaluated in accordance with FAR 52.212-2, Evaluation-Commercial Items (JAN 1999). Offers shall be specific, detailed, and comprehensive enough to clearly and fully demonstrate your understanding of the requirements. Offers will be evaluated on the completeness and quality of the information provided to demonstrate the offeror's qualifications in terms of experience, capability, and proposed approaches to meet all of the requirements of the SOW. Offers that are unrealistic in terms of technical understanding, or price may be considered indicative of a lack of understanding of the solicitation requirements. Offers for the services described above are due by Close of Business August 27, 2014 and must include, solicitation number, FOB destination to this Center, proposed schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.na sa.gov/Services/NEFS/NEFSHome.tml Prospective offerors shall notify this office of their intent to submit an offer. Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any). This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 541330 Engineering Services and $15M respectively. The offeror shall state in their offer their size status for this procurement. Offerors shall provide the information required by FAR 52.212-1 (APR 2014), Instructions to Offerors-Commercial Items, which is incorporated by reference. FAR 52.212-4 (MAY 2014), Contract Terms and Conditions-Commercial Items is applicable.
