Description
C1. Scope of Contract (a) The purpose and intent of this contract is to secure services for improving wildlife habitat on an approximately 19-acre portion of a 40-year-old young growth forest stand utilizing a combination of pre-commercial thinning and two different treatments of thinning slash. Specifically, it requires pre-commercial thinning and removal of the larger thinning slash on 3 acres of overstocked young growth; removal of the larger thinning slash on 7 acres of previously thinned young growth; and bucking and limbing of thinning slash on 9 acres of previously thinned young growth. The previous thinning operations were completed in 2009 and entailed 18' leave tree spacing. The resulting thinning slash is heavy and was felled without regard to the subsequent slash treatments specified in this contract. It is anticipated that the slash removal treatment specified in this contract can best be achieved with a small tracked machine such as a track hoe with grapple head, although other acceptable methods will be considered. The removed thinning slash will be stacked by the Contractor in the designated borrow pit near the shooting range (See Project Area Map, Section J) to be made available to the general public for firewood cutting. The Contractor must furnish all labor, equipment, housing, subsistence, supervision, transportation, and operating supplies; and must obtain necessary permits and incidentals except those items listed as Government-furnished property. In accordance with Federal Acquisition Regulation Subpart 5.2-Synopses of Proposed Contract Actions, Paragraph 5.202 Exceptions, Subparagraph (13) a synopsis will not be issued. This proposed contract action meets the criteria in that: 1. The amount is not expected to exceed the simplified acquisition threshold. 2.
