- NASA/Goddard Space Flight Center (GSFC) is hereby soliciting information about potential sources for replacing the Land Mobile Radio (LMR) systems at the Greenbelt and Wallops campuses which were installed in 2005 and have components that have reached the end of life (EOL). This is a Request for Information (RFI) and is not a Request for Proposal (RFP). The Government will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. Proprietary information should be clearly marked. The requested information is for planning and market research purposes only and will not be publicly released. In accordance with Federal Acquisition Regulation 15.201(e), RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government for a binding contract. As such, the NASA/GSFC is issuing a RFI to solicit information from prospective Contractors to assist in requirements development and budgetary planning. Interested parties are invited to submit a statement of capability outlining past work that is related to this requirement. Your capabilities statement shall not exceed five (5) pages total (Times New Roman, Font 12, one inch margins), excluding the cover page. Separate from our Capability Statement, NASA/GSFC requests that the Contractors provide answers to the following questions to assist in market research and planning activities. The response to the numbered list of questions below shall not exceed fifteen (15) pages in total (Times New Roman, Font 12, one inch margin). 1.Indicate the hosting models that you offer; e.g. site hosted, Vendor hosted.If a Vendor hosted solution is offered, please indicate whether the hosting facility and System components are Fedramp certified, and if not, please describe the security profile of the hosting facility in sufficient detail to allow NASA to assess whether the facility is compliant with National Institute of Standards and Technology (NIST) and NASA Information Technology (IT) security standards. 2.NASA/GSFC seeks to obtain a contract for a core switching system and Radio Frequency (RF) sites at Greenbelt and Wallops, with contract provisions that will allow other NASA sites to purchase site RF systems through IDIQ purchase orders and integrate them to the common core. The Contractor shall comment on the feasibility of the approach set forth through requirements 4.5.2 and 4.6.2; where the Contractor is asked to price appropriately sized RF sites (e.g. 3 channel, 4 channel) and the labor charges to integrate RF sites as single contract line items (CLIN). The Contractor is also encouraged to comment on the SOW in general and advise NASA of requirements that may not align with industry trends or best practices. 3.Indicate any loss of capability when operating 3rd party Subscribers and Dispatch Consoles that are P25 compliant, versus operating Vendor-specific Subscribers and Dispatch Consoles. 4.Indicate which LMR components (e.g. Subscriber Unit, Dispatch Console), if any, that can be performed by a software client on a GFE device (e.g. Cellular App, NASA workstation); and describe any difference in capability, and any value or cost savings that may be achieved through this model. 5.Please define features and capabilities (e.g, text messaging, over the air programming, encryption, performance monitoring) that come standard with the LMR system; and the features and capabilities that are provided for additional cost. 6.The respondent has the option to provide a ROM based on the requirements defined herein. NASA will average all elements of pricing that are submitted for budgetary planning, and the association of vendor to pricing will not be evaluated any way. The ROM pricing should include all hosting models that are offered (e.g. Vendor hosted, site hosted, redundant core) and all pricing and payment options that are offered (e.g. purchase, lease, lease with option to buy, deferred payment). The Contractor should include all associated warranty and maintenance costs and show costs over a 5 and 10 year term for all hosting and pricing scenarios. The information provided in your responses to the RFI may or may not lead to a posting of a solicitation. Any information used will be on a non-attribution basis. Restrictions that would limit the Governments ability to use the information for these purposes are of limited value to the Government and are discouraged. Respondents will not receive feedback on the information obtained through this RFI process. RFI response must be directed to the point of contact listed below no later than 3:00 p.m. Eastern Standard Time on August 27, 2014.Responses should be submitted via e-mail. NASA is seeking capabilities from large businesses, as well as from small, small disadvantaged, small disadvantaged veteran-owned, and women owned small businesses for the purpose of determining the appropriate level of competition. In addition to the aforementioned, responses shall also include a cover page that includes the following (limited to 1 page, formatted as above): name and address of firm, size of business, average annual revenue for past 3 years and number of employees, ownership, whether the business is large, small, disadvantaged, 8(a), HUBZone, small, small disadvantaged veteran owned (SDVOSB), and/or woman-owned; number of years in business; affiliate information; parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); and point of contact-position, address and phone number. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
