- The Centers for Disease Control and Prevention, NCIRD/OD, 1600 Clifton Rd. NE, Atlanta, GA, 30333, hereby announces its intent to modify contract 200-2012-53406 in accordance with FAR 6.302-1 to Berry Technology Solutions, 19 East Broad Street, Suite B, Newnan, Georgia 30236 to implement a new initiative to optimize components of the VTrcks systems. An independent assessment of the overall performance and selected components of the VTrckS system was conducted and recommendations for optimizing the components were identified. The results from the independent assessment positioned VTrckS with strategies to mitigate system performance risks and for optimization. The business system components recommend for optimizing and performance improvement include ECC, CRM, BW and the Spend Plan module, which will be optimized to use standard SAP Funds Management (FM) capabilities. Additional recommendations from the assessment identified include moving the application security implementation towards standard SAP best practices and upgrading the system to the latest Enhancement Packages. A new initiative to implement the recommendations from the independent assessment is required. Moreover, this new initiative needs to leverage more specialized expertise beyond O&M in order to execute the unique nature of these recommendations and to minimize the risk to the government. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1) as cited in FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The nature of this acquisition requires a vendor that has an in-depth understanding of the CDC VTrckS SAP landscape including ECC, CRM, BW, Spend Plan module, Security module. In addition, the selected vendor needs to be able to access specialized SAP subject matter experts beyond O&M capabilities and the original systems designers or original equipment manufacturer (OEM). OEM expertise is required to validate and align CDC's unique SAP configuration, interfaces, custom workflows and reports. The overall goal of accessing the OEM is to ensure the optimization requirements are integrated successfully within the existing SAP landscape and meet functional and technical solution requirements as well as business objectives to reduce short and long-term costs. To minimize risks to CDC, having a single vendor model for implementing and managing the project objectives is required. Having multiple vendors executing the project objectives poses operational, configuration and management complexity risks to the system. Berry Technology Solutions [BTS] currently manages the VTrckS system under contract 200-2012-53406 therefore they have the unique expertise and combined knowledge of the requirements required to successfully complete this work and to avoid the risks posed with having multiple vendors in the system. Furthermore, Berry Technology Solutions is an SAP Partner and has access to the OEM required carry out the objectives of this project. The additional configuration services required under this contract are a logical and necessary follow on to the current BTS contract. Therefore, as the O&M Team, BTS's knowledge of how these requirements are to be mapped to processes within VTrckS and how the system is functionally configured and technically implemented warrants the need to use them as the contractor for this effort. These new functional requirements would have to adhere to this design and any revisions made to the design since BTS has been doing O&M. Given this state of flux, BTS is the only party that will possess expertise to facilitate the additional services. Berry Technology Solutions is extremely knowledgeable of the required VTrckS system landscape and the optimization requirements. As the O&M Team, BTS is knowledgeable of the codes as well as the history of the customizations and configurations for the VTrckS system. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 7 days from the posting date of this notice, their written capabilities statement which shall be considered by the agency. All vendors must be registered in the System for Award Management (SAM) prior to an award of a federal contract. The website is: www.sam.gov. The Government will review any/all capabilities statements submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 7 days, negotiations will be conducted with Berry Technology Solutions as the only source and a modification to contract 200-2012-53406 will be issued without any additional notices being posted.
