- This is a combined synopsis/solicitation for one-hundred twenty (120) Laser Sintered Samples. This is for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. a. Solicitation Number 1136214 is being issued as a Request for Quotation (RFQ). b. Provisions and clauses are those in effect through Federal Acquisition Circular 2005-76, effective 25 July 2014 c. The associated NAICS Code is 334516 and small business size employees 500. This acquisition is set aside 100% for small business concerns. d. Item Description: The Food and Drug Administration (FDA) requires a 120 test samples 3D printed via a laser sintering system from Titanium-6-Aluminum-4-Vanadium ELI powder. The final composition shall conform to ASTM F136. The test specimen shall also conform to ASTM E2207 with a length (L) of 100mm, outer diameter at grip end (dG) of 25.4mm, an outer diameter at the grip end (do) of 16 mm, and an inner diameter of the tube (di) of 13mm. Samples shall undergo same cleaning and post processing steps recommended by the manufacturer of the laser sintering system. The final surface roughness (Ra) of the gage section, per ASTM E2207, shall be less than 0.2µm. Please see the attached drawing for dimensions of samples. The additive manufacturing system shall have a laser energy source, powder bed, and be capable of printing Titanium alloys. The material must conform to ASTM F136 (Ti-6A1-4V ELI) post printing. The vendor shall include an option for additional printing of up to a maximum of 60 samples by providing a unit price per additional print. e. Period of Performance The 120 laser sintered samples must be delivered before December 31, 2014. If the option for additional printing of samples is exercised, vendor will have 120 calendar days to provide the additional samples. f. Deliverables: 40 specimens printed horizontal to powder bed motion 40 samples printed vertical to powder bed motion 40 samples printed 45° to powder bed motion Unit price for option of printing up to 60 additional samples. Orientation of additional samples will be provided if the need for additional samples arises. g. FAR Provision 52.212-1 (Instructions to Offerors - Commercial Items) (APR 2014) applies to this acquisition. Para (k) requires current registration in SAM at https://www.sam.gov. h. FAR Provision 52.212-2 Evaluation - Commercial Items (JAN 1999) applies to this acquisition. Award will be made to the Lowest Priced Technically Acceptable Offeror whose quote provides sufficient detail to evaluate compliance with the solicitation It is the responsibility of all interested offerors to review this site frequently for any updates/ amendments that may occur during the solicitation process. The posting of this requirement does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The Government reserves the right to cancel this procurement/ solicitation either before or after the solicitation closing date, with no obligation to the offeror by the Government. The Government will issue a contract to the responsible, responsive offeror, with acceptable past performance, submitting the lowest price.
