- Questions & Answers 02 Question 1: Due to the complexity of this RFI, will the Government consider extending the due date? Answer 1: Yes. Closing date for this RFI is 1500 hours on Monday, 25 August 2014 Question 2: On page 2 in the second sentence of the second paragraph the RFI states quote mark Hardware and software shall be operated by the Government with the option for the offeror to assume operating responsibility if required. quote mark In the last sentence of the same paragraph the RFI states quote mark Offeror, if requested, shall turn over operational and administrative control to the Government. quote mark Will the government be responsible for management and operation of capacity on demand infrastructure as stated in the first statement, or will the offeror be responsible for providing capacity on demand infrastructure as well as managed services for that infrastructure? Answer 2: Both scenarios should be proposed. Question 3: The RFI states under quote mark Government Furnished Equipment quote mark that quote mark Government will provide power, floor space, equipment cooling and network and physical security. quote mark However, in the description of services requested quote mark LAN/WAN Switching equipment quote mark is included and then later quote mark network capabilities quote mark is specified in the solution to be addressed. Will the Government please clarify what is included in GFE network. Answer 3: The Government may have its own switching equipment or the Government may choose to use the Offeror's network equipment. Each scenario should be proposed. Question 4: The RFI states quote mark Hardware and software shall be operated by the Government with the option for the offeror to assume operating responsibility if required. quote mark It also states quote mark Offeror, if requested, shall turn over operational and administrative control to the Government. quote mark Will the Government please clarify the distinction between quote mark operating responsibility quote mark and quote mark operational control. quote mark Answer 4: The Offeror may propose one solution wherein the Government has operational responsibility and an alternative solution based on the Contractor having operational responsibility. The terms quote mark responsibility quote mark and quote mark control quote mark are used in the same manner. Question 5: The RFI states quote mark Government has the option to deactivate or reduce equipment use and/or licenses required at any time based on funding or mission. quote mark Will the Government expect that once the deactivation/reduction option is received that invoicing for the equipment/licenses will cease at that time or at the next invoicing period? Answer 5: At the point of deactivation, charges would cease and be reflected in the next invoicing period.
