Description
The United States Air Force, AFLCMC/Operational Contracting Branch, Wright-Patterson AFB, Ohio 45433-5344. This is a Sole Source synopsis published for informational purposes only. This proposed action is for a preventive maintenance, repairs, and inspection of the setup and operation of Class A, B, and C Hyperbaric Chambers and chamber fire suppression systems inspections at Lackland AFB and Fort Sam Houston in San Antonio, TX. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(c). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 811219. Size standard is $20.5M. The proposed source is Rohmann Services, Inc., 2349 SWW White Rd. San Antonio, TX 78222-1936. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. To comply with FAR 5.207(c)(15): The maintenance services required for the Hyperbaric Treatment Facility's main multi-place Compression Chambers and its additional equipment are currently only provided by one company, Rohmann Services, Inc. (RSI). The peripherals, to include transducers, transmitters and the applied software, involved in system operation are unique to this particular Class A Hyperbaric Chamber. RSI is the only company located in the United States with the knowledge of the Fink engineering Class A Hyperbaric Chamber's capability and resources to provide troubleshooting and maintenance issues within the required time. The Government would incur unacceptable delays of approximately 18 months due to the time it would take to train a different contractor. This could also result in problems of a mechanical nature in a high pressure/high oxygen environment which have historically resulted in catastrophic and fatal outcomes. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
