- Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to request a proposal on a non-competitive basis with WBH, Inc. (DBA Midwest Aircraft), Plainfield, IN for a firm fixed price, five-year Indefinite Delivery/Indefinite Quantity (IDIQ) type contract for the following specified tools used to maintain and repair the Rolls Royce commercially developed AE 1107C engine: Adapter-Mounting Fwd/Aft Engine Handling, P/N 23066613; Set, Removal/Installation Seals, P/N 23066614; Adapter Yoke, FWD, Engine Handling Mount, P/N 23066618; and Adapter, Attaching, AFT Engine Handling Mount, P/N 23066619. The requirement covers Rolls Royce AE 1107C Engine Peculiar Support Equipment (PSE) for the MV/CV-22 aircraft to be used at the organizational level of maintenance at Marine and Air Force locations. The Government intends to negotiate this requirement under the authority of 10 USC 2304 (c)(1), as prescribed by FAR 6.302-1. Rolls Royce is the designer, developer and integrator of the AE 1107C commercial engine and associated service tools used on MV/CV-22 Aircraft. The tools developed by Rolls Royce are required to perform maintenance and repair on the Rolls Royce AE 1107C engine. As the Original Equipment Manufacturer (OEM), Rolls Royce has proprietary rights to the technical data for the engine and the tools. Additionally, only Rolls Royce has the requisite system knowledge required to design tooling that will ensure proper and safe aircraft engine functionality. Rolls Royce has authorized Midwest Aircraft as the only authorized manufacturer of the specified AE 1107C engine service tools and states that orders for all AE 1107C engine tools are to be submitted directly to Midwest Aircraft. There are no other known authorized manufacturing sources for the AE 1107C engine tools. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days of publication of this synopsis will be considered by the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price contract. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
