- NOTICE: All Technical questions concerning this requirement should be directed to Mr. Randy Barnes via email at Randy.Barnes@netl.doe.gov, or by telephone at 304-285-4437. NOTICE: Vendors submitting a quote in response to the Request for Quotation (RFQ) Standard Form (SF) 18 are strongly encouraged to submit their quotation on the RFQ SF-18 form and Continutation Sheet, Optional Form 336, as well as submit other supporting documents, via the FedConnect portal at www.fedconnect.net. Vendors shall submit their price quote using the attached RFQ 'Pricing Worksheet' template. If the vendor cannot submit their quote, Pricing Worksheet, and other supporting documents via the FedConnect portal, vendors may submit their quotation to the Contract Specialist assigned to this requirement, Jennifer Scharrer, via email at Jennifer.Scharrer@netl.doe.gov. Ms. Scharrer can be reached by telephone for procurement related questions at 412-386-7416. If submitting a quote via FedConnect, please do not also submit via email. NOTE: In order for a vendor to do business with NETL, the vendor must be registered with FedConnect at the time an award is issued. NOTICE: Vendors shall submit pricing for the Base Period, plus two (2) option year periods, using the attached 'Pricing Worksheet' template. A Firm-Fixed Price quote will be needed for the following: - BASE PERIOD (9/01/2014 - 8/31/2015) - OPTION YEAR I (9/01/2015 - 8/31/2016) - OPTION YEAR II (9/01/2016 - 8/31/2017) EVALUATION: An award shall be made to the lowest priced, technically acceptable quote. An award shall be made to the responsible vendor submitting a technically acceptable quote and offering the lowest evaluated price. Vendors shall submit descriptive literature detailing features, technical capabilities and warranty data. Technical acceptability shall be determined solely on the content and merit of the information submitted in response to this solicitation as it compares to the minimum requirements as per the attached Statement of Work (SOW). Therefore, it is essential that vendors provide sufficient technical literature, documentation, etc. in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Compliance shall be determined by the vendor's provision of literature showing performance capabilities or through written narrative discussing the points not covered by the published literature.
