- The U.S. Army Contracting Command, Emerging Technologies Center, ACC-NJ-ET, Picatinny Arsenal, New Jersey, 07806-5000 on behalf of the Program Executive Officer Ammunition (PEO Ammo) and the Project Director Joint Services (PD JS) has a requirement to obtain engineering and programmatic support to sustain the organic and commercial conventional ammunition industrial base (IB) and to achieve greater effectiveness and efficiency in the ammunition IB. The overall objective for the support systems that will be covered under this requirement fall within the following seven (7) support areas: Program Management Support: To assist in the project management of IB functions, project resources are planned to be controlled by task, component area, and project. Program and technical planning, scheduling, cost estimating, corresponding levels of effort and resource allocation, performance management, configuration management, and status reporting for all tasks is planned, including the management of all technical performance, cost, schedule, and data delivery requirements. National Technology and Industrial Base (NTIB) Analysis and Technical Support: To assist in the analysis of NTIB functions for the optimization of the NTIB, planning, implementation, and analysis of projects; technical analysis of projects and processes related to life-cycle management of ammunition managed by PEO Ammo; and sensitivity, root cause, and risk analyses, benefits realization studies, decision logic modeling, break-even study/analysis, cost benefit analyses, and analyses of alternatives under uncertainty of initiatives related to the effectiveness and efficiency of the NTIB is required. Ammunition Base Engineering, Technical Analysis and Assessment Support: This area provides assessments of operational, surge, and sustainability requirements for the development of cohesive strategies and policies needed to effectively manage the ammunition base. ARMS Analysis and Implementation Support: This area provides support for the development and implementation of ARMS (Armament Retooling and Manufacturing Support) for industrial base capability sustainment strategies to include vendor and technology transition to industrial base facilities. Life Cycle Pilot Process (LCPP) Analysis and Technical Support: These services include, but are not limited to, provide analysis and implementation support for LCPP to include execution of market research and surveys, performance of cost benefits realization evaluations of new technologies for incorporation into the ammunition industrial base, analyses of internal LCPP process, focused upon optimizing the process and its output, performance of business cases analyses and assessments in support of LCPP projects and congressional reporting on any congressionally funded projects, and Identification of most beneficial knowledge management application(s) for LCPP. Single Points of Failure (SPF) Analysis and Technical Support: To reduce the risk of ammunition component and end item supply chain interruptions to the soldier, a complete source of supply analysis is conducted by the Government. Support for analyses to identify and mitigate SPF in the ammunition supply chain is required. Demilitarization and Disposal Analysis and Technical Support: This area provides support for analyses and implementation of demilitarization and disposal activities within the NTIB. The Government intends to fulfill this requirement on a Small Business Set-Aside basis to result in Indefinite Delivery Indefinite Quantity (IDIQ) contracts with multiple awardees, with Firm Fixed Price (FFP) and/or Cost Plus Fixed Fee (CPFF) Task Orders. The contract(s) will be for five (5) years/ordering periods. The applicable SIC/NAICS code is 541690 and the Federal Supply Class/Service (FSC/SVC) Code is R425. As future needs for support services are identified, it is the Government intent that during the five (5) years/ordering periods, Cost Plus Fixed Fee (CPFF) or Firm Fixed Price (FFP) Task Orders will be competed among the awarded IDIQ base contracts. The minimum obligation for each awarded contract is $500.00 and the total maximum amount of all orders will not exceed the total ceiling value of the base contract. The Government intends to award contracts without discussions (except for clarification as described in FAR 15.306(a)), as permitted by FAR 15.306(a)(3) and FAR 52.215-1. However, the Government reserves the right to conduct discussions. It is anticipated that this solicitation will be posted on the Army Single Face to Industry website https://acquisition.army.mil/asfi/default.cfm and FedBizOpps https://www.fbo.gov/ on or about 18 August 2014 with an estimated date of award 24 November 2014. The solicitation and any resultant contract shall be subject to FAR 52.232-18, Availability of Funds. Please note this does not constitute a Request For Proposal (RFP). Responses to this announcement will not be considered proposals, and cannot be accepted by the Government. This notice is not a guarantee of a future RFP, or an award. This notice should not be construed as a commitment of any kind by the U.S. Government.
