- PROPOSAL REQUEST PERFORMANCE WORK STATEMENT NOTICE DATE: AUGUST 12, 2014 Notice Type: Pre-solicitation NAICS: 517410 - Satellite Telecommunications Contracting Office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Regional Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, Norfolk, VA on behalf of the National Weather Service Programs and Plans Division is soliciting a requirement to study, identify and resolve the unwanted radio frequency signals in the vicinity of future ground-based NWS satellite-receive antennas. This RFQ is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 517410, which has a corresponding size standard of average annual receipts of $30.0 million. The total period of performance for all work specified in the Statement of Work is 12 months ARO. Solicitation number EA-133W-14-RQ-0772 will be issued August 12, 2014 and will close August 20, 2014. Basis for Award The Government will issue a firm fixed price purchase order to the responsible bidder whose bid, conforming to the solicitation results in the best value to the Government, considering both price and nonprice factors as specified in the solicitation. The following factors will be used to evaluate quotations: Technical Approach, Past performance, Key Personnel and Price. Technical Approach This volume will be used to evaluate the technical capabilities of the Offeror as well as the functions and features of the services being offered. It is comprised of the Offeror's technical approach, management approach and a staffing plan. The Offeror is encouraged to propose innovative solutions that meet NOAA's performance requirements for this procurement. The approach will also determine the capability of the organization to manage the fulfillment of the requirements of the PWS. The Offeror shall demonstrate the knowledge, capability and experience regarding the RFQ requirements. Past Performance Past performance will be evaluated on the basis of the Offeror's breath (experience in multiple disciplines and expertise), depth (number of contracts/projects), level (degree of participation) and relevance of Offeror's experience during the last five (5) years working on projects similar in size, scope and complexity. In addition to information obtained from references, the Government may use other sources of information to assess past performance. Key Personnel Resumes of the Experienced Personnel are required. The Quote shall include qualifications and availability of Key Personnel; along with the offeror's ability to ramp up or scale down staff capacity on an as-needed basis as workload changes. The offeror must demonstrate that their proposed personnel's capabilities are in line with the requirements outlined in the PWS. Required Staff Experience/Qualifications 1. Experienced engineers with a background in RF and satellite communications capable of using portable spectrum analyzers, power meters, portable antennas and laptop with appropriate applications 2. Track record showing the ability to Detect & Mitigate RF interferers that affect operations at field sites 3. Proven ability to produce actionable reports and to fully/meticulously document findings 4. Access to field deployable RF analysis equipment needed to perform RF survey 5. Access to RF analysis software needed for reporting 6. Ability to travel and meet manual physical requirements to carry and deploy equipment 7. Proven ability to operate field RF analysis equipment, software tools and database used in interference analysis. Desired Staff Qualifications 1. Experience with MATLAB or comparable utilities 2. Experience with electromagnetic modeling 3. Prior experience with parabolic antenna design and construction 4. Prior knowledge QPSK modulation issues as it pertains to RF interference and signal degradation 5. Experience personnel working with NTIA and FCC. All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is on or about September 5, 2014.
