- This Request for Information (RFI) is for planning purposes only and shall not be considered as an Invitation for Bid, Request for Quotation, or a Request for Proposal (RFP). Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, Statement of Work/Statement of Objectives and Performance Based Specification. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to award a contract based on this RFI or to otherwise pay for the information submitted in response to this RFI. This is an RFI only. The Government is developing an acquisition strategy and is seeking to obtain price, delivery, capabilities, and other market information for planning purposes. Please make your responses detailed as possible. Description: Product Manager (PdM) Electronic Warfare Integration (EWI) is seeking industry feedback regarding a potential future requirement to develop RF Interference Mitigation (RIM) solutions. The requirement would be to develop, evaluate and test RIM solutions to support Electronic Warfare and Blue Force Communications System Compatibility. PdM EWI intends to consider all types of mitigation solutions such as low profile integrated switch frequency channelizers, tunable filters, system agnostic interference cancellers and integrated sub-assembly modules. The purpose of this RFI is to identify existing vendors and sources that have technology that they believe will mitigate compatibility issues arising from collocated systems as well as identify and strategize an evolutionary capability over time. The evolutionary capabilities that the Army would like information with respect to RIM solutions are: A)Low Profile, High Power, Small Size Frequency Discrete Band Reject and Band Pass Topologies. B)Low Profile, High Power, High Speed Frequency Agile Band Reject and Band Pass Topologies C)Integrated System Agnostic Solutions a.Small Form Factor High Power Interference Canceller b.High Power Modules with integrated frequency agile co-site mitigation D)RIM Appliqu Solutions a.Modular Circuit Card assemblies The RIM would focus on RF compatibility on Vehicular and Dismount operations. Responses: Responses to this RFI are subject to security clearance requirements. The contractor shall have a SECRET facility clearance with SECRET safeguarding capability. The contractor facility shall have a valid accreditation from the DoD Security Service (DSS) for the acquiring of Classified Government Furnished Information (GFI). The Contractor is authorized to receive and generate classified information and authorized the use of the Defense Technical Information Center (DTIC). Upon the contractor's request, the contractor will have access only to Secret Collateral, Controlled Unclassified/For Official Use Only (CUI/FOUO) GFI- specifically, the RIM RFI Classified Supplemental Information, Version 1.0. No other GFI or material is authorized. Interested firms who believe they are capable of providing the above mentioned services and that meet the SECRET clearance requirements are invited to request the classified portion and provide answers to the following: 1. Please provide the following Point of Contract information: - Company: - Address: - Name of Point of Contact: - Phone Number: - Email Address: 2.Would your company bid to obtain a contract for the research and development of RIM solutions? If so, please provide your development capabilities and rough order of magnitude (ROM) pricing for the classified document. 3. Would your company bid to obtain a contract for production of RIM solutions, with the understanding that requirement for production may fluctuate up or down based on immediate need? If so, please provide your production capabilities and a rough order of magnitude (ROM) pricing for the classified document. 4. Would your company prefer a single contract that provides both research & development as well as production efforts or separate contracts? All assumptions, including any assumed Government support, shall be clearly identified. All proprietary and restricted information shall be clearly marked. Any documentation provided will not be returned. Requests for classified information shall be sent to Yen-Chou Chou at yen-chou.chou.civ@mail.mil. Offerors should submit: 1) the POC who will receive the classified documents 2) CAGE code and 3) classified mailing address. Requests not including these three items will be considered invalid. Due to classified mailing guidelines, offerors must make their request no later than 1300 EST on 11 August 2014. Requests after this date will not be honored. Parties may begin submitting questions immediately by email to Yen-Chou Chou at yen-chou.chou.civ@mail.mil. The Government does not guarantee that questions received will be answered. Answers to questions may be distributed to all interested vendors unless the question is identified as propriety. Telephone responses will not be accepted. All white paper submissions are due at the location below no later than 1500 hrs EST 09 September 2014. Classified and unclassified responses will only be accepted in hard copy form. Classified responses must be portion marked appropriately in accordance with the cited Security Classification Guide. Responses, whether classified or unclassified must be sent to: US Army, PM EW, ATTN: SFAE-IEW-EW Security Office, 5100 Magazine Road, Aberdeen Proving Ground, MD 21005. The inner wrapper of the classified submittal shall be addressed to: US Army, PM EW, ATTN: Alison Powell, 5100 Magazine Road, Aberdeen Proving Ground, MD 21005. The U.S. Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. All proprietary and restricted information shall be clearly marked. Any documentation provided will not be returned. All interested sources are invited to provide responses to the RFI.
