Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in accordance with the Federal Acquisition Regulation (FAR) Subparts 12.6 and 13 of as supplemented with additional information included in this notice. The synopsis/solicitation is being posted to the Federal Business Opportunities (FBO) http://www.fedbizopps.govsite. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. No partial quotes will be accepted. The Solicitation number is HM021014T0013, and is being issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and causes are those in effect through Federal Acquisition Circular 2005-76 effective 25 July 2014 and Defense Acquisition Circular, effective DCN 20140805. This requirement is not a small business set aside. The NAICS Code 334220 Radio and Television Broadcasting and Wireless Communications and the size standard is 750 employees. National Geospatial Intelligence Agency (NGA), Office of Contract Services (OCS), intends to procure brand name Norsat International America Inc., replacement parts. The items must be Norsat replacement parts to ensure the compatibility with the existing systems. Equivalent items will not be accepted. Refurbished items will not be accepted. This solicitation will result in the award of a Firm Fixed Price Purchase Order to acquire the following Norsat replacement parts as follows: Qty. 2; Indoor Fiber Optic Module that includes: Rack Case, FRF FO Transceiver, Ethernet FO Transceiver, Carrier PCBA, AC Input Filter, AC-DC Power Supply Module, FO Connectors, Ethernet Connectors, Internet Connectors, AC Cables, P/N: 036599. Qty. 2 ; Outdoor Fiber Module Includes: Outdoor Sealed Box, RF FO Transceiver, Ethernet FO Transceiver, Carrier PCBA, AC Input Filter, AC-DC Power Supply Module, FO Connectors, Ethernet Connectors, Internet Connectors, AC Cables, P/N: 036584. QTY. 1; Fiber Optic Reel including: 100 Meter 4 Channel Single Mode, Fiber Optic Cable on a reel with cleaning kit and transit case with foam inserts, P/N: 036773. Technical Evaluation: The award will be based on the Lowest Price Technically Acceptable (LPTA) that meets the requirement. Warranty: The Offeror's standard manufacturer commercial warranty shall apply and must be stated in the proposal. An explanation of the warranty to include coverage and length of warranty shall also be included. Terms and Conditions: Shall be applicable to United States Law. Section 425, no person may, except with the written permission of both the Secretary of Defense and the Director of National Intelligence, knowingly use the words "National Geospatial-Intelligence Agency", "National Imagery and Mapping Agency", or "Defense Mapping Agency," the initials "NGA", "NIMA", or "DMA," the seal of National Geospatial-Intelligence Agency, National Imagery and Mapping Agency, or the Defense Mapping Agency, or any colorable imitation of such words, initials, or seal in connection with any merchandise, retail product, impersonation, solicitation, or commercial activity in a manner reasonably calculated to convey the impression that such use is approved, endorsed, or authorized by the Secretary of Defense and the Director of Central Intelligence. (b) Whenever it appears to the U.S. Attorney General that any person is engaged or about to engage in an act or practice which constitutes or will constitute conduct prohibited by paragraph (a), the Attorney General may initiate a civil proceeding in a district court of the United States to enjoin such act or practice. DOD/FPC at Scott AFB, IL prefers a faxed copy but will accept any hard copy that is mailed to Federal Payment Center, P.O. Box 25767, Scott AFB, IL 62225. (b) At the same time of submission of the invoice to the FPC vendor pay office, the contractor will email one copy to Ms. Sarah E. Handy at Sarah.E.Handy@nga.mil and Ms. Alexis J. Makely at Alexis.J.Makely@nga.mil, and one copy to TBD. The contractor shall ensure that the invoice submitted to the payment office is the same invoice that is submitted to the CO and COR, without alteration. (c) The COR will complete the receiving report and fax one copy to DOD/FPC Scott AFB, IL at toll free 1-855-293-0972 or 614-701-2675/DSN 791-2675, and one copy to the CO shown on the face of this contract/order. (d) Contractors wishing to check the status of their vouchers should do so by calling FPC Vendor Support at 636-321-5251; In addition, questions may be directed to the contracting officer administering the contract. In the absence of an administrative contracting officer, contact the procurement contracting officer, whose name and contact information appears on the face page of this contract/order. All offerors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. Please redact any confidential information before submission of quote. The Government will accept quotes from all responsible sources which shall be considered by the agency. The closing date will be August 27, 2014, 5:00 p.m. Eastern Standard Time.
