- The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Horiba Instruments of Edison, New Jersey for the purchase of a confocal microprobe mapping station under other than full and open competition by the authority of FAR subpart 13.106(1)(b). NIST requires a confocal microprobe mapping station (CMMS) to characterize nanoelectronic devices and component nanomaterials with multi-wavelength, Raman spectroscopy. The CMMS must be fully compatible with, and mechanically and optically coupled to, the Horiba T64000 spectrograph presently owned and operated in the Nanoelectronics Group. The full performance capabilities of the T64000 (resolution, sensitivity, and stability) must be achieved through the CMMS. The CMMS must permit magnification with both white light illumination and multiple, discreet lasers ranging from 410 nm to 850 nm. The addition of the CMMS to the T64000 will enable spot or sample sizes down to 1 microns limited only by the diffraction, and the capability to collect Raman scatter from multiple points selected within a sample. Interoperability of the software and motors to drive the stage and trigger Raman collection with the T64000 is a critical requirement. The financial cost of purchasing new components and designing and machining the custom parts that would be required to retrofit the existing Horiba T64000 spectrometer to accept a CMMS from another manufacturer, as well as software development and training costs would be significant and would not be recovered through competition. In addition, coupling a non-Horiba instrument to NIST's existing T64000 spectrometer would void the warranty on that instrument. Horiba Instruments is the only contractor that can provide the required confocal microprobe mapping station. Therefore, Horiba Instruments is uniquely qualified to provide the confocal microprobe mapping station. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. This requirement is expected to be awarded in September, 2014. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on August 26, 2014. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
