Description
SOW - Specifications i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number HHS-NIH-NHLBI-CSB-AR-2014-190-IM applies and is issued as a request for quotation (RFQ). (iii) Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76, effective July 25, 2014. (iv) The North American Industry Classification System (NAICS) code is 334516 - Analytical Laboratory Instrument Manufacturing, small business size standard is 500 Employees. This solicitation is unrestricted. The National Institute of Health (NIH) intends to award a Firm Fixed Price Contract in accordance with the procedures of FAR Part 13. (v) The Laboratory of Structural Biology Research (LSBR) is part of the Intramural Research Program (IRP) and is specialized in detailed structural analysis of macromolecules, macromolecular complexes, and subcellular structures by computer-enhanced electron microscopy. The goal of these studies is to elucidate structure-function relationships at the molecular level with particular emphasis on systems that bear directly on the missions of the National Institute of Arthritis and musculoskeletal and Skin Diseases (NIAMS) at the National Institutes of Health (NIH). The LSBR requires 4k x 4k direct electron detection camera to capture micrographs. It is the intent of the Government to establish a purchase order to purchase one (1) Falcon 2 System ((with upgrade to Falcon 3), Retractable, 4k x 4k Direct Detection Camera, Camera Embedding, Tecnai 4.x and EPU software/licenses, CCD Interface flange, Installation & Training (Package consists of part numbers 1033244, 1025083, 1025080, FP 6341/26, 4022 400 05001, FP 5351/40, 4022 400 44351). This purchase shall include installation, testing, delivery, and performance verification. (vi) See attached statement of work with specifications. (vii) NIH NIAMS 9000 Rockville Pike, Bldg. 50, Room 1513, Rockville, Maryland 20852. (viii) The following FAR clauses apply to this solicitation. Offerors may obtain full text versions of these clauses electronically at http://www.arnet.gov/far. FAR 52.212-1 Instructions to Offerors - Commercial Items (April 2014). Parties responding to this solicitation may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) company's complete mailing and remittance addresses, 2) discounts for prompt payment if applicable 3) cage code, 4) Dun & Bradstreet number, 5) Taxpayer ID number and 6) Pricing and delivery in accordance with FAR 52.212-2, Evaluation-Commercial Items, paragraph (ix) below. (ix) 52.212-2 Evaluation-Commercial Items (Jan 1999). - The government intends to award a firm-fixed price purchase order. The offerors shall present capability to supply the equipment, software installation, and performance verification. Failure to provide proof of capability may cause the Contracting Officer to deem the quote package incomplete and ineligible for award. The award will be made to the lowest priced technically acceptable offer. This acquisition is being conducted under the Authority of FAR 13.4. The evaluation and award procedures in FAR 13.106 apply. (x) FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (May 2014). An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (o) of this provision and return it with their offer. (xi) FAR 52.212-4 Contract Terms and Conditions-Commercial Items (May 2014) applies to this acquisition.
