Description
WAGE DETERMINATION SOLICITATION The 19th Contracting Squadron at Little Rock AFB intends to award a one year, and four (4) one-year options, sole-source contract to Brodart CO. to procure an Adult Book Lease Plan. The plan allows for an inventory of current bestselling books of 400-900 books with acquisitions made on a monthly basis for a total of 480 new books throughout the year. The McNaughton Adult Book Lease Plan provides the library program a way to fulfill customer requests for new and current books on a regular basis. The Base Library carries an inventory of about 650 leased books at all times. The selections offered monthly by McNaughton are bestsellers and other popular titles that will be in high demand. Their selections have assisted in building this high use collection. In order to convert to another vendor, all current titles would have to be returned and the MARC [electronic] records deleted from the Integrated Library System [ILS] Sirsi. Changing to another vendor would require, the library team to select and process the books into the collection and ILS. The amount of staff time that this would entail does not justify changing to another vendor. Electronic records (MARC) for each title have been imported into the ILS and then updated with local information. The books are ordered from McNaughton three months prior to the publication date. Changing to another vendor would hamper the delivery of high demand new books for months. This would be unacceptable to our customers who rely on this service and would significantly increase the cost of this service both in terms of money and time. NAICS Code: 451211; Book Stores (Size Standard $27.5M) This proposed procurement is for services for which the government intends to solicit and award with only one source in accordance with FAR 6.302-1(b)(1)(i), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability statement, proposal, or quotation to respond to this requirement which shall be considered by the government no later than August 27th, 2014, 2 p.m. CST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
