Description
The U.S. Army Corps of Engineers, Mobile District (CESAM) intends to perform an out of scope modification to existing contract, W91278-11-C-0014, for the Air Force Technical Applications Center Project, Patrick Air Force Base, Florida, awarded to Hensel Phelps Construction Company. An out of scope modification is needed to increase the facility's Uninterruptable Power Supply (UPS) capacity for the Clean Room Laboratory, Area D. Hensel Phelps is currently under contract to design and build the Air Force Technical Applications Center project at Patrick Air Force Base, Florida. The UPS System for AFTAC was awarded as a Bid Option No. 19 via modification P00003 on December 2, 2011. Since that time AFTAC has determined that they require additional UPS capacity to support their mission in the Clean Room. The request for additional Clean Room UPS capacity was recently made by the customer because of the need to keep the Clean Room facility operational 24/7/365 and the excessive cost to recertify the clean room for operation is in excess of $150,000 for commissioning. The additional capacity is needed to allow the facility uninterruptible power and avoid the ten second lapse between a power outage and the emergency generators while performing critical lab tests. The new construction is required to incorporate the additional UPS capacity in the UPS awarded in the Bid Option. The Government intends to award the modification to this contract consistent with the terms identified with this announcement upon the basis of the authority provided in 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other services will satisfy requirement. Unacceptable delays in fulfilling the agency's requirements would result given any other action due to current circumstances. The unique prior experience and involvement of the current contractor drives the requirement to continue contracting with the incumbent contractor. The Government will support the proposed actions by written justification and obtain appropriate approval prior to proceeding. The Government will post the approved justification & approval documentation after modification award. This notice of intent is not a request for competitive proposals; however, interested persons may identify their interest and capability to respond to the requirement. All capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability Statements submitted should demonstrate the offeror's experience and expertise to provide the services identified above within the time frame required and without substantial duplication of cost to the Government. The statement shall include business size; ability to self-perform work; layers of subcontracting; and any other information indicating a legitimate ability to meet these specific requirements. Statements should not exceed 5 pages in length. Capability Statements should be submitted to Mr. Kyle M.
