- Requirements Parts List The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to procure on a limited competitive basis with The Boeing Company's authorized small business manufacturers for the procurement of various commercial support equipment in support of the P-8A aircraft. The support equipment is listed on the attached parts list. NAWCAD intends to award a Firm Fixed Price type contract. The Boeing Company is the sole designer, developer, and manufacturer of the equipment for use in the P-8A. Boeing has authorized numerous small businesses the right to manufacture the support equipment. The Government does not possess the technical data necessary to compete this procurement. The Government intends to procure these items under the authority of 10 U.S.C 2304(c)(1) as cited in FAR 6.302-1, Only One Reasonable Source and No Other Supplies or Services Will Satisfy Agency Requirements, therefore, this is not a request for competitive proposals. However, responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within in the discretion of the Government. Responses must be received within fifteen (15) days of publication of this notice.
