- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Spectra Vista Corporation upon the basis of the authority provided at FAR 13.106-1(b)(1), the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. ERDC-CRREL has a requirement for the procurement of one (1) SVC HR-1024i field portable spectroradiometer system with the following associated accessories: * 1.0 Meter Fiber Optic Light Guide 25 degree FOV * 1.15 Meter Fiber Optic Light Guide 25 degree FOV * 8 degree FOV foreoptic * 14 degree FOV foreoptic * 10 quote mark x 10 quote mark, 99% reflectance, Spectralon Panel with Cal. Disk & Case * Radiometric Calibration for 1.0 or 1.15 Meter Fiber Optic * Radiometric Calibration for 8 degree FOV foreoptic * Radiometric Calibration for 14 degree FOV foreoptic * Tripod with Professional Head * SVC Reflectance Probe * Wireless External Data Interface (16 channels with Licor PAR sensor) * Backpack (for use with 1.15m fiber optic light guide) * Additional Spare Battery * Battery Adapter (allows instrument to be connected to 120v AC power) Spectra Vista Corporation was identified as the only source capable of providing a system in accordance with the following required specifications: * 350nm - 2500nm spectral range * Internal memory * Minimum integration: 1 millisecond * Wavelength reproducibility: 1nm * Bluetooth: Multi link capable * Built in GPS for sampling location * Built in Camera for field Identification * Ruggedized enclosure for adverse operating conditions * Portable and lightweight ( less than 10lbs) for field operation This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Please provide responses to this notice NLT 09:00 AM CST, 18 AUGUST 2014 to: Tom.F.Nowocin@usace.army.mil Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete FAR and DFARS representations and certifications.
