- 08/12/14 Questions and Answers 1. What are the evaluation factors? Amendment One provides the evaluation factors. 2. Are there any proposal guidelines? This request for quote does not provide any quote restrictions. 3. Is this a follow on requirement? This request for quote is a new requirement. No incumbent information will be provided. 8/13/14 Correction to Question 4 dated 8/12/14 4. Should we include travel in our firm fixed price offer? Consultant travel costs, including speaker and participant costs, should be delineated as an additional cost-reimbursable item. Questions and Answers 8/13/14 1. Per the Statement of Work ("Payment Provision"), "In accordance with this schedule, the Contractor may only request payment according to the CLINs, and for travel, reimbursement at cost in accordance with the Federal Travel Regulations." Based on this language and the provisions under the "Travel" section of the Statement of Work, are consultant travel costs (for attendance at workshops and FHWA meetings) to be included in the proposed Fixed Price or delineated as an additional cost-reimbursable item? Consultant travel costs, including speaker and participant costs, should be delineated as an additional cost-reimbursable item. 2. Is it the intent of FHWA to reimburse invited workshop speakers and participants for their travel costs? If so, is this to be included in the Fixed Price for the assignment, paid for directly by FHWA, or treated as an additional cost-reimbursable item subject to FAR Travel Provisions? Please see answer to question one. 3. Does FHWA have any direction as to the desired length of each workshop (e.g., half-day, full day, two-day)? FHWA estimates one to one and half days for each workshop. 4. We would like to request a two-week extension to the time to respond to the requirement. FHWA does not anticipate an extension on the current requirement. If an extension does occur, an amendment will be posted to this notice extending the time period required to provide a quote.
