- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and shall not obligate the Government to award a contract. The purpose of this Sources Sought Announcement is for market research to gain knowledge of potential qualified sources interested and capable of performing the work and obtain their size classification relative to the North American Classification System (NAICS) Code 339112 with a size standard of 500 employees. A.GENERAL INFORMATION Background: The VA Medical Center in Omaha, Nebraska intends to purchase an Bio-Medical Test System. This machine will be used on several funded and ongoing projects within the VA Medical Center. Scope of Work: The contractor shall provide the equipment, installation (if required), training and all other resources required to deliver the requirements stated in this SOW. This contract is for the purchase of an Instron Bio-Medical Test System, or similar piece of equipment which meets the salient features listed below. This is a BRAND NAME OR EQUAL requirement which will be used by the VA Medical Center This is a salient requirement, and is not flexible. The following are the minimum salient characteristics that must be met: Salient Characteristics for Biomedical Test System - Omaha (NWIHCS) Single column table top electromechanical testing system including: Integrated digital closed-loop control and data acquisition electronics including crosshead extension and load measurement channels. "Two load cells (1 kN and 10N); 1 kN pneumatic grips; 3-jaw chuck; 250 N submersible pneumatic grips "Temperature controlled bath designed for use with distilled water or saline solution for testing biomedical test specimens, in the temperature range of ambient to 40 °C, with accurate close loop control of bath temperature at 37 °C ±1 °C "Dedicated computer (Workstation PC with: Intel Core 2 Duo E8400 processor 3.00 GHz; 2 Ethernet ports (1 on motherboard and 1 on a PCI card); 1 GB DR2 SDRAM; 80 GB SATA hard drive; 48 X 32 CDRW/DVD; HP ADD2 SDVO PCIe DVI-D graphics card) "Software for analysis (meets the needs of testing of a variety of biological tissues ranging from skin to bone and a wide range of biomaterials; the module should include the following pre-configured test methods: ASTM F2516-07e2, F2606-08, F2256-05, F88-09, F3458-05, EN 455-2(2000); Analysis capabilities that allow creation of custom test control sequences (profiles) REQUESTED INFORMATION: STATEMENT OF CAPABILITY: Submit a brief description (five [5] pages or less) that shows your company can provide the required services. One additional page may be included explaining experience in performing these services to the VA, other government agencies, or for private facilities. Potential sources should identify business name, point of contact, business size and any applicable business socio-economic category (i.e. small business, SDVOSB, VOSB, SB, etc), DUNS number, address, and any additional information felt to be pertinent. All vendors must be registered in SAM https://www.sam.gov/portal/public/SAM/ prior to contract award.
