- The Federal Communications Commission (FCC) intends to purchase Hispanic television viewing data on a sole source basis from Nielsen Government Public Sector. The required data covers the period of November 2011 – May 2012 and provides information on the Hispanic television market and the relationships among Hispanic television station ownership, Hispanic-oriented programming and Hispanic television viewing. Nielsen provides ratings television data and trends for national audiences. The data have been invaluable for many research projects, instrumental in making policy decisions and integral to the rationale used in several Notices of Proposed Rulemakings, Reports and Orders, reports to Congress and industry studies used for policymaking. This effort will have a two-year period of performance, and a total contract value of $33,000. This notice of intent is not a request for proposals or quotations. The authority for negotiating on a sole source bases is made under FAR 13.106-1 which permits soliciting from a single source, if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available. The North American Industry Classification System (NAICS) Code is 519130. Any challenges to this sole source requirement must be received by August 15, 2014, NO later than 1:00pm ET Washington D.C. local time, in writing, and sent to thomas.uberto@fcc.gov to be considered by the Government for the purpose of determining whether or not to compete the requirement. Challenges must include information sufficient to enable the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. If the FCC identifies no other capable sources by 1:00p.m ET on August 15, 2014, the FCC will issue a Firm-Fixed Price Contract to Nielsen Government Public Sector, 85 Broad St., 20th Floor, New York, NY 10004.
