Description
Purpose: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Background: The Epidemiology Branch is an intramural research group within the Division of Intramural Population Health Research (DIPHR), of the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) that conducts research to identify risk factors for adverse outcomes in reproductive and perinatal epidemiology (http://science.nichd.nih.gov/confluence/display/despr/home). Human fecundity and related impairments are a particular area of interest for the Branch as are interventions that may improve fecundity at the population level. An area of particular interest is assisted reproductive technology (ART); how outcomes of fertility treatment can be improved and whether treatment affects maternal and child outcomes. The Epidemiology Branch conducts much of its research via contracts, collaborating scientifically with the contractors, but under the guidance and direction of NICHD. The Epidemiology Branch and Division intend to invite female partners of participants in the Folic Acid and Zinc Supplementation Trial (FAZST), to participate in a study (the Impact of Diet, Exercise and Lifestyle on Fertility [IDEAL] study) that includes specific and detailed follow-up for the female partners to address these important research questions. The FAZST trial is a multi-site double-blind block-randomized placebo-controlled clinical trial to evaluate the effect of folic acid and zinc sulfate supplementation on semen quality and fertility treatment outcomes among male partners of couples seeking fertility treatment. Currently, female partners are only minimally involved in FAZST, with a single baseline visit and short monthly web-based questionnaires to track pregnancy outcomes, along with medical chart abstraction to assess fertility treatments and verify reported pregnancy outcomes. Female partners of FAZST couples create a potential cohort of women from whom to study the effects of dietary and lifestyle factors on pregnancy outcomes among couples seeking fertility treatment. This proposed initiative includes additional detailed follow-up for questionnaires and biospecimen collection for the female partners of the FAZST trial. The FAZST trial is currently under contract with the University of Utah under Contract No. HHSN275201200007C. The goal of the proposed study is to evaluate the impacts of modifiable lifestyle factors on fertility in the context of a couple-based approach across a spectrum of fertility and treatment. Female partners of FAZST participants provide a unique and valuable resource, bringing about an opportunity to follow a large, prospective cohort of women undergoing fertility treatment, while leveraging precious resources to create a rich data source for future studies. In the proposed IDEAL study, the contractor shall extend follow-up of approximately 1200 of the female FAZST participants to 12 months post randomization of the male partner and complete additional detailed assessments and biospecimens collection. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The government reserves the right to use any non-proprietary technical information in any resultant contract. Responses: Small businesses that believe they possess the capabilities necessary to undertake this project should submit electronic copies of their capability statement clearly stating in the subject line of the email that it is in response to NIH-NICHD-DIPHR-RFP-2015-6. Please limit responses to 15 pages or less, exclusive of resumes. Responses will be evaluated on the basis of experience, expertise, and capabilities in the areas described below. Electronic capability statements should be received by the Contracting Officer no later than 2:00 PM Eastern time on August 25, 2014. Capability statements must identify the small business status of the organization No phone calls will be accepted. Respondents must submit their capability statement via electronic submission only. Information submitted must be pertinent and specific in the technical areas under consideration, on each of the following qualifications (1) Experience: an outline of previous projects, specific work previously performed or being performed and any in house research and development effort; (2) Personnel: Name, professional qualifications and specific experience of scientist, and technical personnel who may be assigned as principal investigator and/or project officer; (3) Facilities: Availability and description of facilities required to perform the work. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted.
