- This combined synopsis/solicitation is being posted in accordance with FAR 5.102(a)(6), FAR 6.302-1(c) and FAR 13.105(c). This posting is requesting items using a brand name description. Products offered other than those specifically referenced by brand-name in this posting will not be accepted. The use of such descriptions in this acquisition is essential to the Government's requirement, thereby precluding consideration of a product manufactured by another company. In support of the U.S. Environmental Protection Agency (EPA), Office of the Administrator (AO), Office of Multimedia (OM) the Office of Acquisition Management (OAM) intends to make a one-time supply purchase with a delivery date of no more than 10 calendar days after receipt of order (ARO). The NAICS code for this combined synopsis/solicitation is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a small business size standard of 750 employees. This requirement is restricted to small business concerns and is a total small business set-aside. Offers from other than small business concerns will not be evaluated for award. Award will be made to the lowest-priced, technically acceptable offeror. Quotes should be itemized and firm-fixed price. Vendors should also identify in their quote whether or not Government purchase card is an accepted form of payment. The point of contact (POC) for this RFQ is Stefan Martiyan, Contracting Officer at martiyan.stefan@epa.gov. However, all communication, including questions and quotes, should be submitted through in FedConnect. Offerors must submit all technical questions and quotes concerning this solicitation electronically through FedConnect. In order to submit questions and quotes, offerors must register in FedConnect at www.fedconnect.net, see main page for registration instructions. For assistance in registering or for other FedConnect technical questions please call the FedConnect Help Desk at (800) 899-6665 or email at support@fedconnect.net. Only those questions and quotes posted through FedConnect will be accepted. EPA must receive technical questions no later than five (5) calendar days after the issuance date of this solicitation. EPA will utilize FedConnect to issue amendments to the solicitation (e.g., to answer technical questions which may affect quote submittal). EPA will not reference the source of the questions. All quotes shall be submitted through FedConnect to no later than the RFQ response date and time. Quotes submitted after the response date and time will not be accepted. Below is a list of the items requested in this combined synopsis/solicitation. A quantity of one (1) is required for each item. Item Name and Description: (1) NewTek Tricaster 8000 (includes Control Surface and additional Media Drives) (Model TC8000) (2) NewTek ProTek Care for TriCaster 8000 (Model PTC8000) (3) 3-Day Training Course provided to EPA by Certified TriCaster Trainer (Model TRN-SUB) Brand Name Justification: The OM needs to purchase a content publishing video hub or "switch" for all media signals coming into its Studio One Facility. This switch must be able to integrate easily with existing broadcast operations, with remote control of a redundant systems, 8-M/E multi-camera production platform with re-entry, router support for large-scale productions, 24-channel switcher, built in live streaming at the touch of a button, social media publishing and with warping transitions, buffers, DSk and DVE effects and up to 14 output destinations at a minimum. Additionally, OM further requires Newtek ProTek Care for the TriCaster 8000 and three (3) days of training by Certified TriCaster Trainer. Based upon OM and OAM market research, a determination has been made that the NewTek Tricaster 8000, and the other items requested under this RFQ, is the only product commercially available that will meet the EPA need given that this brand name product is unique and it is the only known switch that combines social media publishing with other functionality common to switches, to meet EPA's need.
