- Statement of Work Justification for Other than Full and Open Competition (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number 14-236-SOL-00037 is being issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. (iv) The Government intents to award a sole source contract as result of this RFQ. NAICS code for the requirement is 813920 with small business size standard of $15M. (v) CLIN0001 (Base Period) - 1 year OB/GYN Support Services CLIN0002 (Option Period 1) - 1 year OB/GYN Support Services CLIN0003 (Option Period 2) - 1 year OB/GYN Support Services CLIN0004 (Option Period 3) - 1 year OB/GYN Support Services *Statement of Work attached. (vi) IHS seeks professional support to maintain and improve the subject services through the use of consultation site visits and provision of educational and hands on trainings in the disciplines of obstetrics and gynecology (OB/GYN), Neonatal, and Women's Health. (vii) The period of performance will start from the Date of Award. The work is to be performed from the Contractor site and IHS Hospitals. The acceptance term for the services and deliverables to be provided is FOB Destination. (viii) 52.212-1, Instructions to Offerors (Apr 2014) - Commercial Items, applies to this acquisition. (ix) 52.212-2, Evaluation - Commercial Items (Jan 1999) -- (a) The Government will award a contract resulting from this solicitation to The American College of Obstetricians and Gynecologists based on the price and other factors considered. The following factors shall be used to evaluate the offer: (i) technical capability of the offeror; (ii) price; (iii) past performance (see FAR 15.304). Technical and past performance, when combined, are more important than price. (b) Options. The Government will evaluate the offer for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
